Mobility Digital Transformation (DX) Strategy Formulated

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) started public-private discussions in 2023 on digital transformation (DX) in the field of automobiles, including software defined vehicles (SDVs), * aiming to succeed in international competition involving this DX. METI hereby announces that the ministries have formulated the Mobility DX Strategy as an outcome of the discussions.

1. Purpose

With the advancement of digital technologies involving automobiles, the value chains and industrial structures in the automotive industry have been undergoing significant changes, leading to global game changers in competition over automobiles. Against this backdrop, DX in the field of automobiles is expected to become a competitive axis on par with electrification, and along with this, the implementation of SDVs is also expected to progress in the future.

*Note: The term “software defined vehicle” (SDV) refers to a next-generation vehicle that can realize new value not found in conventional vehicles, such as advanced driving functions, which are achieved by continuously updating vehicle functions through communication with a cloud computing service.

It is important for Japan to succeed in international competition involving DX in the field of automobiles, including the SDVs mentioned above. From this standpoint, METI and MLIT established the Study Group on Mobility DX, started public-private discussions in the study group, and formulated the Mobility DX Strategy as an outcome showing Japan’s successful approaches to the goal, targeting the period between 2030 and 2035.

2. Key points of the strategy

(1) Identification of three areas (SDVs, mobility services (e.g., autonomous driving), and data utilization) as harmonization areas in which competition has been notably intensifying, and in which Japan should advance efforts through public-private collaboration

(4) Setting medium- to long-term goals to be achieved by the public and private sectors and formulating a roadmap to achieve these goals
