15th Clean Energy Ministerial (CEM15) and 9th Mission Innovation Ministerial (MI-9), and G20 Energy Transitions Ministers’ Meeting Held

On Thursday, October 3, and Friday, October 4, 2024, the 15th Clean Energy Ministerial (CEM15) and 9th Mission Innovation Ministerial (MI-9) as well as a G20 Energy Transitions Ministers’ Meeting were held in Foz do Iguaçu, Brazil, as the host country.

2. Details of the discussions
- The meetings shared the results of their activities to date, as this year marks the 15th anniversary of the launch of the CEM and as next year will mark the 10th anniversary of the launch of the MI. They also discussed challenges and opportunities related to the clean energy transition.
- As a representative of Japan, Mr. Kihara Shinichi, Director-General for International Policy on Carbon Neutrality, attended several sessions on the CEM and MI priorities in a changing energy landscape, the Industry Decarbonization-Financing the Gateway to Net-Zero, and the Accelerating Carbon Management, and mainly stated the following points:
- the need for energy transitions through various pathways, promotion of innovation, and global decarbonization in order to achieve decarbonization, economic growth, and energy security simultaneously;
- the importance of data development and demand creation, the need for transition finance, and the provision of support for industrial decarbonization in Asian countries as efforts for industrial decarbonization; and
- the further dissemination of carbon dioxide capture utilization and storage (CCUS) technology and carbon management, and the efforts for the international establishment of a measurement, reporting and verification (MRV) method that supports the expansion of a market for carbon dioxide removal (CDR) and the advancement of international cooperation, including those for sharing knowledge and developing the business environment in Asia.
- Finally, an outcome document was issued based on the activities of CEM and MI.

2. G20 Energy Transitions Ministers’ Meeting

- The International Energy Agency (IEA), the International Renewable Energy Agency (IRENA) and other energy-related organizations
2. Details of the discussions
- The meeting held discussions on certain issues, including the following points: [i] finance for energy transitions in emerging markets and developing economies, [ii] the social dimension of energy transitions, and [iii] innovative perspectives on sustainable fuels.
- Highlighting the importance of achieving climate change mitigation, energy security and economic growth at the same time, Director-General Kihara stated the following points:
- We need to share the common goal of net zero emissions through various pathways unique to each country, depending on their circumstances, by leveraging all types of technologies and energy sources, e.g., energy conservation, renewable energy, sustainable fuels, nuclear power, and CCUS/carbon recycling. The Initiative for Sustainable Fuel and Mobility (ISFM) jointly undertaken by Japan and Brazil in which biofuels and low-emission vehicles are combined is a good example;
- Innovation is critical. Japan will accelerate the realization of technologies which are currently in the research and development stage through green transformation (GX); and
- We all need to work together to decarbonize the world. Japan will contribute to providing solutions such as technology, finance and expertise to the decarbonization not only in Asia but also around the world.
- Finally, outcome documents were issued based on the details of the discussions at the meeting.
