Public-Private Advisory Council on Watt-Bit Collaboration to Launch

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Internal Affairs and Communications (MIC) will launch the Public-Private Advisory Council on Watt-Bit Collaboration as an opportunity to promote collaboration and cooperation between stakeholders in the public and private sectors. This council aims to facilitate the efficient development of infrastructure for electricity and telecommunications and thereby encourage the effective collaboration between electricity and telecommunications entities (watt-bit collaboration) as an effort looking to the future development of data centers.
1. Purposes
As the growing use of AI and the increase in communications traffic drive the rapid increase in demand for data centers, the further development of data centers is becoming a very important policy issue for Japan.
MIC and METI jointly held meetings of the Expert Group on the Development of Digital Infrastructures (DCs, etc.) and showed the need for urgent discussions on measures for developing digital infrastructure in a series of reports (e.g., Interim Report 3.0 released in October 2024).
For achieving the swift development of data centers, which require a large amount of electricity, effective infrastructure collaboration between electricity and telecommunications entities (watt-bit collaboration) is important as an effort to efficiently develop the electricity and telecommunications infrastructure, as shown in GX2040 Vision - Strategy for Promoting Structural Transition based on Decarbonization: Revised Version (Cabinet Decision in February 2025).
In light of this situation, the ministries decided to launch the advisory council for the purpose of holding discussions on the development of data centers mainly from the aspect of electricity and telecommunications infrastructure as an effort to simultaneously accelerate digital transformation (DX) through the use of AI and achieve growth and decarbonization, thereby promoting collaboration and cooperation between stakeholders in the public and private sectors.

3. Future schedule
The advisory council will hold the first meeting on Friday, March 21, 2025, and following this, it will hold a series of meetings.
