Report Compiled on the Outcome of Meetings of the Study Group on the Strategy to Promote the Elderly Care- and Caregiving-Related Services Industry

The Ministry of Economy, Trade and Industry (METI) held meetings of the Study Group on the Strategy to Promote the Elderly Care- and Caregiving-Related Services Industry with a view to examining such strategies in each region in a sustainable manner toward 2040, when the number of elderly people will reach a peak in Japan, and has compiled a report on the outcome of the meetings of the Study Group.
1. Background
In 2025, with the recent addition of the baby boomer generation to the population of those aged 75 or older, demand for solutions for a range of aging-related issues is increasingly urgent. Moreover, in 2040, 15 years from now, the population of people aged 65 or older will reach a peak in Japan, and much international attention is focusing on its measures to cope with this aging society.
METI has been advancing policy discussions in the Caregiving sector from the perspective of workers providing care to family members while maintaining their jobs. As part of this initiative, it has emphasized the importance of diversifying the options for meeting Caregiving needs, and efforts have been made to promote services related to the elderly and Caregiving in local communities.
The promotion and enhancement of the elderly care- and Caregiving-related services industry not only contributes to alleviating the burden on working individuals with family Caregiving responsibilities but also holds diverse significance from both macro (industrial development and sustainability of the social security system) and micro (the elderly themselves and their families) perspectives.
Against this backdrop, METI reached the conclusion that it was important to examine a strategy to develop the elderly care- and Caregiving-related services industry in each region in a sustainable manner toward 2040, when the number of elderly people will reach a peak in Japan, and held meetings of the Study Group toward that end.
2. Outline of the Compiled Report
Based on the results of discussions held at the meetings, the compiled report clarifies the types of elderly care- and Caregiving-related services and service providers, and the significance of promoting the industry, while outlining the present situation and challenges concerning the elderly care- and Caregiving-related services industry from the perspectives of stakeholders and of regional characteristics.
The report then proposes the concept of industry-welfare service sector co-creation and outlines the strategy for the implementation of this concept, along with the specific measures to be taken going forward.
