Super Creators Certified Under the FY2024 MITOU Program (Exploratory IT Human Resources Project)

Certifying outstanding young IT human resources who create new added value

May 29, 2025

The Ministry of Economy, Trade and Industry (METI) has been promoting the discovery and development of human resources with outstanding IT abilities in order to create new added value for the economy and society through technological innovation in the IT field. As part of this, METI has been involved in the MITOU Program (Exploratory IT Human Resources Project) through the Information-technology Promotion Agency, Japan (IPA). In this program, persons with outstanding capabilities among those who have completed the program are certified as Super Creators. This year, 19 individuals have been certified as Super Creators.

1.Outline

From Monday, May 26 to Thursday, May 29, METI hosted the AZEC Leading Action Forum, which convened working-level officials from AZEC partner countries, the Asian Development Bank (ADB), and the Economic Research Institute for ASEAN and East Asia (ERIA). During the forum, participants shared their respective countries’ energy transition policies, the current state of decarbonization efforts in the power, transport, and industrial sectors, and  transition finance. They also engaged in active discussions about future polies as well as challenges, aiming to materialize the three initiatives adopted at the 2nd AZEC Ministerial Meeting held in Indonesia last August: promotion of zero emission power, creation of sustainable fuel markets, and establishment of next-generation industry. To encourage cooperation through the use of Japan’s technologies, participants toured facilities related to decarbonization technologies and participated in an opinion-exchange session.

METI launched the MITOU Program (Exploratory IT Human Resources Project) in FY2000 as a program to discover and develop outstanding IT talent. This program has produced over 1,900 Creators to date. Of these Creators, some have been certified as Super Creators, in recognition of their particularly outstanding ability.

Out of the 35 Creators chosen in FY2024, 19 were certified as Super Creators, which brings the total of Super Creators to 452.

2.Certified Super Creators

In the FY2024 program, 19 individuals were chosen as Super Creators in recognition of a wide range of achievements. Their creations include: AR-based conversation support system for seamless multilingual communication; AR System for Creating Networked Experiences between Users and Objects; Agricultural spraying drone fleet for mountainous areas based on machine learning; Secure User-level Memory Management System with a Capability-based Microkernel; and Development of an Early Detection System for IoT Devices Targeted by Zero-Day Attacks.
