FY2024 Measures to Promote Manufacturing Technology (White Paper on Manufacturing Industries 2025) Released

The FY2024 Measures to Promote Manufacturing Technology (White Paper on Manufacturing Industries 2025) is a report on measures that the Government of Japan has taken to promote core manufacturing technologies. It was compiled pursuant to Article 8 of the Basic Act on the Promotion of Core Manufacturing Technology (Act No. 2 of 1999).
This report was jointly prepared by three ministries, namely, the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of Education, Culture, Sports, Science and Technology (MEXT). It was approved by the Cabinet on May 30, 2025.
1. Characteristics of the White Paper on Manufacturing Industries 2025
The White Paper on Manufacturing Industries 2025 presents analyses of recent trends in manufacturing industries in Japan, including business conditions and trends in employment as well as education and research and development. It also offers a summary of important initiatives to be promoted going forward to strengthen the competitiveness of Japan’s manufacturing industry from the perspective of economic security and decarbonization, as well as related policies, case examples, and other information.
2. Key points of the White Paper on Manufacturing Industries 2025
Recently, many countries in the world have been accelerating the development of industrial policies, driving moves based on comprehensive approaches to the three themes of industrial competitiveness, decarbonization and economic security. In an increasingly uncertain business environment, it is important for manufacturers to invest in medium- to long-term growth taking into consideration perspectives of decarbonization and economic security.
Also, for the objective of enhancing industrial competitiveness, promoting digital transformation (DX) in the manufacturing industry is key to facilitating manufacturers’ efforts to improve earning power and implement green transformation (GX) and other strategies.
The White Paper on Manufacturing Industries 2025 describes the actual situation in which these efforts were made and case examples of manufacturers engaged in these efforts.
