Industrial Development Blueprint Based on the Fukushima Innovation Coast Framework Revised

Issued simultaneously by the Reconstruction Agency and the Fukushima Prefectural Government
The Reconstruction Agency, the Ministry of Economy, Trade and Industry (METI), and the Fukushima Prefectural Government have revised the Industrial Development Blueprint Based on the Fukushima Innovation Coast Framework. This framework was formulated in 2019 as a vision for achieving autonomous and sustainable industrial development in the Hamadori region and other areas of Fukushima Prefecture.
1. Background of the revision
To restore the industrial base and employment lost in the Hamadori region and other areas of Fukushima Prefecture due to the nuclear disaster, the Fukushima Innovation Coast Framework (“Innovation Framework”) aims to establish a new industrial foundation centered on six areas: (1) decommissioning; (2) robots and drones; (3) energy, environment, and recycling; (4) agriculture, forestry, and fisheries; (5) medicine; and (6) aerospace. While a certain level of progress has been made toward the goal of achieving autonomous and sustainable industrial development in these regions by around 2030, such as the entry of new companies and the creation of jobs, the regions are still in the process of fully realizing this goal.
Based on an understanding of the issues and actual conditions in the regions, we have revised the Blueprint for the next five years following the Second Reconstruction and Revitalization Period, incorporating new perspectives. Going forward, we will work to develop industrial foundations in the Hamadori region and other areas, aiming to transform them into hubs for demonstration and innovation that enable diverse challenges to be undertaken by leveraging the unique strengths of each area. We will also promote the creation of innovations that support the daily lives of local residents.
With firm determination and resolve to achieve creative reconstruction in the Hamadori region and other areas, the national government, the Fukushima Prefectural Government, and related organizations will work closely with local municipalities to strategically and thoroughly advance initiatives to realize the Innovation Framework. Through these efforts, we will further accelerate Fukushima’s recovery by ensuring the Innovation Framework becomes firmly connected to people’s lives and translating its vision into reality.
2. Highlights of the revisions
- New perspective: Generating local earnings
To generate local earnings, the effects of industrial foundations will be expanded across broader areas through the following initiatives: (1) forming industrial foundations that align corporate strategies with regional strengths in the six priority areas, and (2) establishing a broad-based supply chain that includes local companies. - New perspective: Improving daily lives
As members of their local communities, regional businesses are expected to generate innovation that helps resolve local social issues, thereby improving residents’ quality of life and well-being. - New perspective: Expanding human resources
Efforts will be made to attract new sources of vitality to support these initiatives, while also strengthening the development of the next generation of leaders. - A collaborative community will be fostered primarily among incoming companies, local businesses, and research institutions, along with the national, prefectural, and local governments. This community will serve as a platform for cooperation, generating synergy among the three perspectives (1) through (3) above and further promoting creative reconstruction.
