Mobility Digital Transformation (DX) Strategy Updated

June 9, 2025

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) have been promoting public-private discussions aimed at enhancing the competitiveness of the Japanese automobile industry in the face of intensifying global competition, growing geopolitical risks and other significant changes in the operating environment. METI hereby announces that the updated Mobility DX Strategy has been released as an outcome of the discussions.

1. Purpose

Since the formulation of the Mobility DX Strategy in May 2024, the environment surrounding mobility DX has undergone dramatic global changes. In particular, competition in technology development is intensifying in a bid to implement AI-powered automated driving technologies, and geopolitical risks are escalating.
The Japanese government and private sector have been discussing measures to ensure that its automobile industry, which underpins the Japanese economy and employment, remains competitive in the global market even amid these changes. To this end, Japan aims to achieve a 30% share of global unit sales of software defined vehicles (SDV) in 2030 and 2035, as set out in the original Mobility DX Strategy.
Based on the discussion results, METI and MLIT have updated the Mobility DX Strategy to reflect changes in the global landscape during the past year to further strengthen related initiatives.
