Report 1.0 of the Public-Private Advisory Council on Watt-Bit Collaboration Published

Joint Press Release with the Ministry of Internal Affairs and Communications

Since March 2025, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Internal Affairs and Communications (MIC) have held meetings of the Public-Private Advisory Council on Watt-Bit Collaboration as an opportunity to promote partnership and cooperation between stakeholders in the public and private sectors. This council aims to facilitate the efficient development of infrastructure for electricity and telecommunications and thereby encourage effective collaboration between electricity and telecommunications entities (watt-bit collaboration) as an effort looking to the future development of data centers.

On June 12, 2025, based on the discussions of the council, Report 1.0 of the Public-Private Advisory Council on Watt-Bit Collaboration was published.

1. Background and purposes

The growing use of AI and the increase in communications traffic are driving a rapid increase in demand for data centers and making their further development a key policy issue for Japan.

METI and MIC jointly held meetings of the Expert Group on the Development of Digital Infrastructures (DCs, etc.) and demonstrated the need for urgent discussions on measures for developing digital infrastructure in a series of reports (such as the Interim Report 3.0 released in October 2024).

Given the large amount of electricity that data centers need, their swift development requires power, telecommunications, and data center operators to work together for effective infrastructure collaboration between electricity and telecommunications entities (watt-bit collaboration) in efforts to efficiently develop the electricity and telecommunications infrastructure, as shown in GX2040 Vision - Strategy for Promoting Structural Transition based on Decarbonization: Revised Version (Cabinet Decision in February 2025).

In light of this situation, meetings of the Public-Private Advisory Council on Watt-Bit Collaboration have been held since Marcy 2025 for the purpose of holding discussions on the development of data centers mainly from the aspect of electricity and telecommunications infrastructure. The focus is on efforts to simultaneously accelerate digital transformation (DX) through the use of AI and achieve growth and decarbonization, thereby promoting collaboration and cooperation between stakeholders in the public and private sectors.

On June 12, 2025, based on the discussions of the advisory council, Report 1.0 of the Public-Private Advisory Council on Watt-Bit Collaboration was published.
