The 22nd Vice-Minister-Level Regular Consultation Held between METI and MOFCOM

June 25, 2025

On June 23 (Mon.), 2025, Mr. Matsuo Takehiko, Vice-Minister for International Affairs, Ministry of Economy, Trade and Industry (METI), and Mr. Yan Dong, Assistant Minister, Ministry of Commerce (MOFCOM), China, held a regular consultation at the vice-minister level in Beijing. This was the 22nd such consultation, first inaugurated in 1990.

At the consultation, the two sides exchanged views on bilateral economic cooperation between Japan and China. Japan welcomed the proposal for holding the Second Japan-China Service Trade Policy Dialogue and the Second Japan-China Business Environment Facilitation Working Group in Tokyo by the end of the year.
In addition, the two sides exchanged views on private-level economic cooperation in third-country markets, and the possibility for collaboration between Japan and China in global discussions, including the WTO.
Japan requested that China improve the business environment for Japanese companies in China (e.g., correction of its preferential treatment policy for domestic products, excessive competition, anti-dumping measures for chemicals, and legal systems related to data), and ensure the appropriate operation of its export control system. Additionally, Japan noted that China had accepted technical requirements to resume exports of Japanese marine products and urged China to repeal its remaining import restrictions as early as possible.
The two sides agreed that Japan and China will continue to have close communication, taking advantage of various future opportunities.
