Decision to Impose Definitive Anti-Dumping Duties on Graphite Electrodes Originating in the People’s Republic of China

Today, the Cabinet has enacted a Cabinet Order relating to definitive anti-dumping duties on graphite electrodes*1 originating in the People’s Republic of China*2 (hereinafter referred to as “China”) .

1.Background

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF) have been conducting an investigation since April 24, 2024, to determine whether or not to impose anti-dumping duties on graphite electrodes originating in China. 

Based on the facts found in the investigation, provisional anti-dumping duties of 95.2% have been imposed on graphite electrodes originating in China since March 29, 2025. (Cabinet Order (No. 95, March 2025).) 

On June 20, 2025, considering the results of subsequent investigation, etc., the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it is appropriate to impose definitive anti-dumping duties on graphite electrodes originating in China for a period of five years. (The rate for the definitive anti-dumping duty is the same as the provisional duty, 95.2%) 

*1 Graphite electrodes, in the form of poles, mainly used in electric arc furnaces to melt steel scrap with an electric current. 
*2 Excluding the regions of Hong Kong and Macao.

2.Outline of the Cabinet Order

The objective of enacting this Cabinet Order is to impose definitive anti-dumping duties on graphite electrodes originating in China, upon determination of the fact of the importation of the dumped product and the fact of material injury to the domestic industry caused by such importation through the investigation carried out upon receipt of an application requesting the imposition of an anti-dumping duty, and the further finding of the necessity to protect such domestic industry. 

3.Next Steps

The Cabinet Order will be made public on July 2, 2025, and the definitive anti-dumping duty shall be imposed on the goods originating in China during the period of July 3, 2025, to July 2, 2030.
