The 7th Japan-Thailand Energy Policy Dialogue Held

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Energy (MOE) of the Kingdom of Thailand held the 7th Japan-Thailand Energy Policy Dialogue in Pattaya, Thailand. At the policy dialogue, both countries exchanged opinions on the energy policies of both countries. In addition, both countries welcomed two memorandums of understanding (MOUs) and a General Agreement on cooperation toward decarbonization. They subsequently visited an LNG facility of PTT Public Company Limited (PTT Group), and exchanged opinions.
1. Japan-Thailand Energy Policy Dialogue
On July 15, 2025, Mr. Kihara Shinichi, Director-General for Energy and Environment Policy, Ministry of Economy, Trade and Industry, Japan and H.E. Dr. Prasert Sinsukprasert, Permanent Secretary of Ministry of Energy, Thailand, held a policy dialogue. This occasion took place based on the Memorandum of Cooperation on the Realization of Energy Partnership between METI and MOE concluded in January 2022.
At the policy dialogue, both countries confirmed cooperation under the Asia Zero Emission Community (AZEC) platform and also exchanged opinions on the energy plans of both countries, as well as on the efforts in various fields such as CCUS, hydrogen/ammonia, LNG, renewable energy/bioenergy, and energy conservation, aiming to achieve carbon neutrality in Thailand.

2. MOUs and a General Agreement on cooperation for decarbonization
On the same date, Mr. Kihara and Dr. Prasert welcomed the following two MOUs and the general agreement.
Japan Bank for International Cooperation and TISCO Tokyo Leasing Co., Ltd.: General Agreement on the Establishment of Investment Credit Line to Support Energy Conservation-Related Initiatives in Thailand

PTT Public Company Limited (PTT Group) and JERA Co., Inc.: Memorandum of Understanding (MOU) on the Establishment of Hydrogen and Ammonia Supply Network for the Decarbonization of Thailand

Banpu NEXT Co., Ltd. And ASUENE Inc.: Memorandum of Understanding (MOU) on Decarbonization Solutions in Thailand

3. Visiting an LNG facility
On July 16, 2025, participants of the policy dialogue visited an LNG facility owned by the PTT Group in Rayong Province, Thailand, to observe the LNG receiving, storage, and gasification systems, the LNG supply system including pipelines and transport vehicles, and the greenhouse gas reduction system for the entire facility. They then exchanged opinions on the efforts undertaken for decarbonization at the LNG facility.
