The Ministry of Economy, Trade and Industry (METI) hosted the Ministerial Meeting on Sustainable Fuels and the Hydrogen Energy Ministerial Meeting on Monday, September 15, 2025, in Osaka, in collaboration with EXPO 2025 Osaka, Kansai, Japan, inviting ministers and delegates from relevant countries and international organizations from around the world, as part of the Tokyo Green Transformation (GX) Week.

3. Outline
(1) Ministerial Meeting on Sustainable Fuels
Japan and Brazil co-hosted the Ministerial Meeting on Sustainable Fuels for the first time in Osaka, Japan. Ministers and delegates from 34 countries and organizations discussed the importance of expanding the production and utilization of sustainable fuels, such as biofuels, biogases, e-fuels and e-methane, in various sectors including aviation, maritime, road transport and industry. They also discussed the necessity of global cooperation and public-private partnerships towards the goal. The co-chairs have issued a summary of the discussions held during the Ministerial Meeting.
(2) Lunch break and memorandum of understanding between Japanese and German companies
- At lunch, dishes prepared on a hydrogen stove were served along with hydrogen-roasted coffee to offer participants a firsthand experience of a “tasty” hydrogen-powered society.
- At the ministerial meeting and lunch venues, companies displayed items and panels related to sustainable fuels and hydrogen, including a flex-fuel hybrid vehicle and hydrogen-powered motorcycle.
- In the presence of Mr. Murase Yoshifumi, Commissioner of the Agency for Natural Resources and Energy, five major Japanese and German companies—Kawasaki Heavy Industries, Ltd., Toyota Motor Corporation, The Kansai Electric Power Company, Incorporated, Daimler Truck AG, and Hamburger Hafen und Logistik Aktiengesellschaft (HHLA)—signed the Memorandum of Understanding (MOU) of cooperation toward Japan-Germany hydrogen supply chain development. Aiming to promote the global utilization of hydrogen, the goal of the MOU is for Japan and Germany to work together to establish competitive hydrogen supply chains, including developing shared hydrogen production and shipping bases to meet the combined demand of the two countries.
(3) Hydrogen Energy Ministerial Meeting
METI and the New Energy and Industrial Technology Development Organization (NEDO) co-hosted the Seventh Hydrogen Energy Ministerial Meeting. During the meeting, the International Energy Agency (IEA) delivered a presentation for the launch of its Global Hydrogen Review 2025. In addition, relevant countries and organizations shared updates on their hydrogen policies and explored possibilities for policy collaboration and international cooperation to stimulate global demand for hydrogen under the theme of “demand creation.”
The Chair’s Summary was issued, covering the track record of hydrogen utilization, actions countries should take towards demand creation, actual market and investment trends, and the consolidation of the Hydrogen Energy Ministerial Meeting with the International Conference on Fuel Ammonia (ICFA).
(4) Excursion
After the ministerial meeting, in partnership with EXPO 2025 Osaka, Kansai, Japan, participants were invited to an excursion offering rides on Japan’s first bus powered by e-fuel and “Mahoroba,” a hydrogen fuel cell ship. At the EXPO venue, participants also had the opportunity to see the liquefied hydrogen carrier “SUISO FRONTIER”, explore hydrogen-related technologies at the Future City Pavilion, and view e-methane exhibits at the Gas Pavilion, gaining a hands-on understanding of Japan’s efforts to achieve public implementation of sustainable fuels, hydrogen, and ammonia.
