12th Annual Meeting of the Innovation for Cool Earth Forum (ICEF) Held

October 10, 2025

On Wednesday, October 8, and Thursday, October 9, the Ministry of Economy, Trade and Industry (METI) and the New Energy and Industrial Technology Development Organization (NEDO) held the 12th annual meeting of the Innovation for Cool Earth Forum (ICEF). Under the main theme of “Innovation for Green Transformation (GX) and Security,” discussions were held on green innovation, which is key to solving global warming issues.

Overview of the forum

ICEF, an international platform established in 2014 on Japan's initiative, invites experts and leaders in different fields from all over the world to promote discussion and cooperation between academia, industry, and government officials, with the aim of solving climate change issues through energy- and environment-related innovation.

The 12th meeting was held over two days on Wednesday, October 8, and Thursday, October 9, as part of Tokyo GX Week, which is an intensive series of international conferences related to energy and the environment held with a view to achieving GX. Under the main theme of “Innovation for Green Transformation (GX) and Security,” discussions were held on key technologies and topics related to global warming, including international collaboration toward carbon neutrality and security, promotion of clean hydrogen technologies, natural hydrogen, the future of renewable energy, carbon dioxide removal and utilization, the circular economy and startups, utilization of nuclear energy, and security through climate adaptation and resilience.

In his opening remarks, Mr. Muto Yoji, Minister of Economy, Trade and Industry, emphasized the importance of accelerating GX to achieve carbon neutrality by 2050, the critical role of innovation amid major global changes, and the expectation for further promotion of decarbonization efforts toward global carbon neutrality.

Over the two-day meeting, global leaders in energy- and environment-related fields took the stage in 12 sessions. Among them were Mr. Suman Bery, Vice Chairperson of NITI Aayog of the Republic of India; H.E. Mr. Jean-Eric Paquet, Ambassador of the European Union to Japan; and Mr. Whang Joo-Ho, former CEO of Korea Hydro & Nuclear Power Co., Ltd.

Based on the series of discussions, the ICEF Steering Committee released a statement and published a roadmap (Sustainable Data Centers Roadmap), proposing pathways and methods for key innovative technologies that contribute to achieving carbon neutrality in both the short and long term.
