Cabinet Decision on the Cabinet Order to Partially Amend the Order for Enforcement of the Act on Supporting Small Business by Commerce and Industry Association and Chamber of Commerce and Industry

Today, a cabinet decision was made on the Cabinet Order to Partially Amend the Order for Enforcement of the Act on Supporting Small Business by Commerce and Industry Association and Chamber of Commerce and Industry.
This Cabinet Order provides for an amendment to delegate the authority to certify management development support plans formulated by commerce and industry associations or chambers of commerce and industry from the Minister of Economy, Trade and Industry to the director-general of the competent regional bureau of economy, trade and industry under the Act on Supporting Small Business by Commerce and Industry Association and Chamber of Commerce and Industry (hereinafter referred to as the “Small Business Support Act”).
1. Background and outline of the Cabinet Order amendment
On March 25, 2025, a cabinet decision was made on the Basic Plan for Small Enterprise Promotion (Third Version) under the Basic Act for Promoting Small Enterprises. The plan states that, amid significant changes in the Japanese economy, it is necessary for both the public and private sectors to ensure ongoing wage increases to overcome deflation, and that to secure the capacity for such increases, it is important to strengthen the management capabilities of small businesses and enhance their earning power. It also states that, more than ever, initiatives such as developing their sales channels that take into account regional characteristics are considered essential.
Based on this, the amendment delegates the authority under the Small Business Support Act of the Minister of Economy, Trade and Industry concerning certification of management development support plans formulated by commerce and industry associations or chambers of commerce and industry (Article 7 [Certification], Article 8 [Change Certification, Revocation], and Article 11 [Reporting] of the Small Business Support Act) to the director-general of the competent regional bureau of economy, trade and industry, who is well acquainted with local circumstances and has jurisdiction over the location of the principal office of the relevant commerce and industry association or chamber of commerce and industry. This aims to promote support for small businesses based on regional characteristics.
