Negotiations for Japan-UAE Comprehensive Economic Partnership Agreement Concluded

On March 5, 2026, Japan and the United Arab Emirates (UAE) confirmed the conclusion of the negotiations for the Japan-UAE Comprehensive Economic Partnership Agreement (hereinafter the CEPA).
1. Overview
Today, Mr. Motegi Toshimitsu, Minister for Foreign Affairs of Japan, held a meeting with H.E. Dr. Sultan Al Jaber, Group CEO of the Abu Dhabi National Oil Company (ADNOC), Minister of Industry and Advanced Technology, and Special Envoy of the United Arab Emirates to Japan, and Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade. During the meeting, the two countries confirmed the conclusion of the negotiations for the Japan-UAE CEPA, for which the launch of negotiations was announced between the Prime Minister of Japan and the President of the UAE in September 2024.
Under this Agreement, Japan successfully secured the elimination and reduction of tariffs on a wide range of products of high export interest, including automobiles, automotive parts, steel, and steel products.
2. Development of Rules for Trade and Investment
In addition to eliminating tariffs on a wide range of products, the conclusion of the Japan–UAE CEPA will also help facilitating Japanese companies’ conduct of economic activities in the UAE through developing rules across various fields such as digital trade, trade in services, customs procedures and trade facilitation, intellectual property, government procurement, and subsidies.
