Measures for Balancing Electricity Supply and Demand for Summer 2026 Compiled

Measures for balancing electricity supply and demand for summer 2026 were compiled at a meeting of the Next-Generation Electricity and Gas Business Infrastructure Subcommittee under the Electricity and Gas Business Subcommittee of the Advisory Committee for Natural Resources and Energy of the Ministry of Economy, Trade and Industry (METI) (hereinafter referred to as the “Subcommittee”).
1. Background and Purpose
To ensure that all possible measures are taken in balancing electricity supply and demand, the Organization for Cross-regional Coordination of Transmission Operators, JAPAN (OCCTO) has been reviewing summer and winter electricity supply and demand, when electricity demand typically peaks nationwide. Based on the results of these reviews, the forecast for electricity supply and demand for summer 2026 was shared and measures were compiled at the 6th Subcommittee meeting held on May 20, 2026.
2. Outlook for Electricity Supply and Demand for Summer 2026 and Key Points of the Measures
Based on the forecast that the minimum electricity reserve rate of 3% necessary to ensure stable supply across all areas in Japan can be secured for summer 2026, it was determined that a request to undertake exceptional electricity saving efforts will not be issued this summer. An electricity reserve rate is an indicator that shows the supply capacity available to meet electricity demand.
However, given the supply-side challenges, including changes in the international situation, extreme weather, the increasing suspension and decommissioning of power stations, and structural vulnerability to natural disasters due to the concentration of thermal power plants in the Tokyo Bay and Pacific coast areas, the situation surrounding the balance between electricity supply and demand remains unpredictable.
In response to these issues and from the perspective of ensuring a stable balance between electricity supply and demand for this summer, it was determined that supply-side measures, such as requesting that power generation companies undertake thorough operational safety measures, will be taken as in last summer.
