Inter-governmental Cooperation Advanced in the Field of Intellectual Property

-Results of the 64th Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization (WIPO)-

The 64th Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization (WIPO) started on July 6, 2023, in Geneva, Switzerland. As representatives of Japan, Mr. Hamano Koichi, Commissioner of the Japan Patent Office (JPO), and Mr. Katsura Masanori, Deputy Commissioner of the JPO, attended the General Assembly. At the beginning of the assembly, Commissioner Hamano delivered a general statement. Taking this opportunity, the JPO held meetings with the intellectual property (IP) offices and other relevant organizations from over 20 countries and regions*, and advanced inter-governmental cooperation in the field of IP.

1. Delivering a general statement at the General Assembly

Commissioner Hamano delivered a general statement as a representative of Japan. He expressed his high hopes for WIPO’s contribution to the international community in the further development of the IP ecosystem and in the achievement of the UN Sustainable Development Goals (SDGs) and also explained Japan’s global efforts in the IP field. In addition, he encouraged WIPO and its Member States to make use of the JPO’s Green Transformation Technologies Inventory (GXTI) as a tool that it has released for analyzing a variety of trends in technologies for green transformation (GX). Moreover, he mentioned the Expo 2025 Osaka, Kansai and stated that the JPO plans to communicate information on IP at the exposition, including the importance of IP and ideas for further facilitating the use of IP, as an effort towards achievement of the SDGs.

2. Bilateral meetings with other participating IP offices, etc.

Taking the opportunity of the WIPO General Assembly, the JPO held bilateral meetings with the IP offices and other relevant organizations from over 20 countries and regions. At each meeting, the JPO confirmed the future cooperative relationships to be continued. In particular, the JPO requested that G7 countries to cooperate in the G7 Heads of IP Office Conversation scheduled to be held in December 2023, for which the JPO will serve as host country. Moreover, the JPO signed a Memorandum of Cooperation with Kazakhstan on cooperation in the field of IP and agreed on an Action Plan with Indian Patent Office comprising future cooperation on IP.

Taking advantage of the achievements in the series of meetings, the JPO will continue to promote international IP cooperation so that IP users in Japan and other countries will be able to acquire global patent and other IP rights with high predictability at low cost.
