Establishment of Ministerial Economic and Energy Dialogue of the “Central Asia plus Japan” Dialogue

On Tuesday, September 26, Mr. Nishimura Yasutoshi, Minister of Economy, Trade and Industry, established the Ministerial Economic and Energy Dialogue of the “Central Asia plus Japan” Dialogue, and held the first dialogue with ministers from five Central Asian countries (the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan).

Through the dialogue, the ministers agreed to maintain their commitment to the temperature targets of the Paris Agreement to combat climate change and to hold discussions on accelerating energy transition projects using the JCM (Joint Crediting Mechanism) and public-private financing. A joint statement was issued as an outcome of the discussions.

1. Summary

On Tuesday, September 26, Mr. Nishimura Yasutoshi, Minister of Economy, Trade and Industry, established the Economic and Energy Dialogue of the “Central Asia plus Japan” Dialogue, and held the first dialogue with ministers from five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).

The "Central Asia plus Japan" Dialogue is a framework launched in 2004 by Japan to promote regional cooperation for the resolution of common regional issues, based on the view that regional cooperation is indispensable for the stability and development of Central Asia. The Ministerial Economic and Energy Dialogue is a newly launched dialogue in the economic and energy field.

Through this first dialogue, the ministers agreed to maintain their commitment to the temperature targets of the Paris Agreement to combat climate change, and to hold discussions on accelerating energy transition projects using the JCM (Joint Crediting Mechanism) and public-private financing. As a result of the discussions, the joint statement was issued (see 2. "Key Points of the Joint Statement" below).

2. Key Points of the Joint Statement

  1. Welcomed the establishment of a Ministerial Economic and Energy Dialogue as part of the framework of the historic “Central Asia plus Japan” Dialogue.
  2. The five countries and Japan firmly maintained their commitment to the temperature targets of the Paris Agreement in order to combat climate change.
  3. The five countries and Japan confirmed cooperation and collaboration on the following:

(1) Accelerating consideration of net zero goal by 2050 or later taking advantage of energy transition technologies to achieve the goal, while recognizing various pathways according to each country’s situation.

(2) Accelerating preparation, development or utilization of a road map toward net zero goal by 2050 or later, by specifying energy transition technologies to be utilized for the goal with clear timeline.

(3) Promoting implementation of the Joint Crediting Mechanism (JCM), including the formation of specific JCM projects.

(4) Encouraging the public-private finance for realizing energy transition projects.
