Plenary Session of Tokyo GX Week 2023 Held

On September 25 (Mon.), 2023, the Ministry of Economy, Trade and Industry (METI) held a Plenary Session of Tokyo GX Week 2023. Mr. Nishimura Yasutoshi, Minister of Economy, Trade and Industry, and Mr. Iwata Kazuchika, State Minister of Economy, Trade and Industry, held meetings with ministers and other participants who took this opportunity to visit Japan, and exchanged views on certain efforts, including cooperation to promote green transformation (GX).
1. The Plenary Session of Tokyo GX Week 2023
METI held a Plenary Session as the first effort for the Tokyo GX Week event, an occasion that would bring together the representatives of countries and international organizations who are participating in the event. The representatives of 37 countries and international organizations participated in the session, including some through video messages.
At the session, Minister Nishimura conveyed Japan’s efforts for GX and shared with participants the importance of simultaneously achieving the three efforts of [i] economic growth, [ii] stable energy supply, and [iii] decarbonization, taking into account the discussions at the G7 meeting held in Japan and the subsequent G20 meeting, the importance of advancing energy transition under various pathways that meet the situations of each country while aiming at the common goal of carbon neutrality, and the need for solving challenges through innovation and financing that bolsters it. Moreover, all participants confirmed the significance of participating countries addressing global-level decarbonization not only by leveraging their own resources and technologies but also through international cooperation.

2. Meeting between Minister Nzimande, South Africa, and Minister Nishimura
Japan and South Africa concluded an MOC on hydrogen and ammonia, and the two ministers expressed the importance of deepening cooperation, human resource development, and financial support in the fields of hydrogen and ammonia. For overviews of the MOC, visit the following website:
3. Meeting between President Taufik, Petronas, and Minister Nishimura
At the meeting, the two sides welcomed the signing of a memorandum on the mechanism of imports and exports of carbon dioxide among the three parties of Petronas, the Japan Organization for Metals and Energy Security (JOGMEC), and METI at the Asia CCUS Network to be held on September 27, 2023. Regarding LNG supply, Minister Nishimura expressed Japan’s appreciation to President Taufik for his efforts to keep the supply on schedule, despite concerns over the impact of the pipeline accident. They confirmed that both countries will continue to cooperate and take actions to achieve net-zero emissions.
4. Meeting between Minister Al Jaber, the UAE, and Minister Nishimura
At the meeting, the two sides welcomed the signing of a joint declaration of intent between Japan and the UAE to concretely advance the "Global Green Energy Hub" concept at the Green Growth Partnership Ministerial Meeting (AGGPM). They discussed strengthening bilateral cooperation in the fields of clean energy and advanced technologies, and confirmed that at COP28 as well, the UAE, the host country of the conference, and Japan, the G7 host country, will continue to work together. In addition, Minister Nishimura expressed Japan’s appreciation for the UAE’s stable supply of crude oil to Japan and encouraged the UAE to cooperate in stabilizing the international crude oil market in light of the recent rise in crude oil prices.
5. Meeting between Vice Minister Sinava, Lao PDR, and State Minister Iwata
At the beginning of the meeting, State Minister Iwata stated Japan's intention to contribute to decarbonization around the world, as represented through Tokyo GX Week 2023, and expressed Japan’s appreciation to the government of Lao PDR for advancing many bilateral projects and cooperation initiatives in the efforts for achieving the AZEC concept. Vice Minister Sinava also made reference to bilateral projects and stated that advancing the projects under the cooperation between Japan and Lao PDR will contribute to global decarbonization, and confirming its importance.
6. Meeting between Parliamentary State Secretary Wenzel, Germany, and State Minister Iwata
At the beginning of the meeting, State Minister Iwata expressed Japan’s appreciation for Germany’s cooperation in holding the G7 meeting in 2023, when Japan served as a chair, and stated that Japan will promote the results of the discussions held at Tokyo GX Week 2023 in other international conferences, including COP28, in order to contribute to decarbonization around the world. Parliamentary State Secretary Wenzel expressed Germany’s appreciation for Japan’s cooperation through G7 and other meetings amid the growing importance of stable energy supply since Russia’s invasion of Ukraine. He also stated that Germany would like to strengthen collaboration with Japan through such measures as enhancing the robustness of supply chains for clean energy technologies.
7. Meeting between Deputy Executive Director Warlick, IEA, and State Minister Iwata
At the beginning of the meeting, State Minister Iwata stated Japan’s intention to contribute to decarbonization around the world, as represented through Tokyo GX Week 2023, and expressed Japan’s appreciation for the IEA’s cooperation in holding the G7 meeting in 2023, when Japan served as a chair, and the efforts for achieving the AZEC concept. Deputy Executive Director Warlick expressed IEA’s appreciation to Japan for the country’s past contributions to the organization and also stated that IEA will continue to cooperate with Japan.
