AI Guidelines for Business Ver 1.0 Compiled

Joint Press Release with the Ministry of Internal Affairs and Communications
Aiming to address the recent rapid changes in technology, including the dissemination of generative AI, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Internal Affairs and Communications (MIC) integrated and updated the existing related guidelines* and compiled the AI Guidelines for Business Ver1.0 based on the results of repeated discussions with experts.
*Three guidelines were integrated: AI R&D Guidelines (2017; MIC), AI Utilization Guidelines (2019; MIC), and Governance Guidelines for Implementation of AI Principles Ver. 1.1 (2022; METI).
1. Overview
The AI Strategy Council (Chair: Dr. Matsuo Yutaka, Professor, School of Engineering, the University of Tokyo) compiled a Tentative Summary of AI Issues (Friday, May 26, 2023), which explained Japan’s need to discuss the necessary revision of the existing guidelines in view of the recent dissemination of generative AI. In response, METI and MIC integrated and updated the existing related guidelines and proceeded with their discussions on well-organized and user-friendly guidelines that target a broad range of AI business operators.
For this purpose, METI established the Expert Group on AI Guidelines for Business (Chair: Dr. Watanabe Toshiya, Professor, Institute for Future Initiatives, the University of Tokyo) and MIC established the Conference toward AI Network Society (Chair: Dr. Sudo Osamu, Professor, Faculty of Global Informatics, Chuo University), and these bodies held a series of meetings respectively. Based on the discussion results in these bodies, METI and MIC compiled the Draft AI Guidelines for Business and opened a call for public comments on this draft from Saturday, January 20, to Monday, February 19, 2024.
Following this, on April 19, 2024, the ministries reported before the AI Strategy Council the Draft AI Guidelines for Business Ver1.0, a compilation based on the public comments submitted to the point of contact during the call and the results of discussions at the joint meeting held on Thursday, March 14, 2024, of the Expert Group on AI Guidelines for Business and the Conference toward AI Network Society. The ministries finally compiled the AI Guidelines for Business Ver1.0. Going forward, they will continue to update the guidelines with necessary information.
