The Space Strategy Fund Basic Policy and Implementation Policy (for Budget Allocated to METI)

On April 26, 2024, the Ministry of Economy, Trade and Industry (METI) and related ministries and agencies jointly decided on the Basic Policy that stipulates the overall system design for the Space Strategy Fund and the projects to be executed under the Fund.
In addition, METI and the Cabinet Office (CAO) jointly decided on the Implementation Policy (for Budget Allocated to METI) that stipulates the technology development themes to be implemented by METI.
1. Background and purpose
In March 2024, METI, the CAO, the Ministry of Internal Affairs and Communications (MIC), and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) established the Space Strategy Fund at the Japan Aerospace Exploration Agency (JAXA) to provide strong multi-fiscal year support to private companies in developing technologies in the space area. In the FY2023 supplementary budget, a total of 300 billion yen was allocated to METI, MIC, and MEXT, of which 126 billion yen was allocated to METI.
METI hereby announces that METI and related ministries and agencies have jointly decided on the Basic Policy that stipulates the overall system design for the Space Strategy Fund and the projects to be executed under the Fund.
In addition, METI and the CAO jointly decided on the Implementation Policy (for Budget Allocated to METI) that stipulates the targets and details of the themes for technology development to be implemented by METI.
As international competition in space development intensifies, the market size of space-related industries is rapidly expanding, and the initiative for space development is shifting from the public sector to the private sector in many countries around the world. Aiming to expand its space industry market, Japan will utilize the Space Strategy Fund to support private companies in embarking on business in the space area, placing JAXA, the core organization for space development in Japan, as a hub.
2. Initiatives to be implemented by METI under the Fund
Based on the discussions in the Subcommittee on Space Industry under the Manufacturing Industry Committee of the Industrial Structure Council (METI) and the Committee on National Space Policy (the CAO), METI will strive to tackle five themes that address three particularly pressing issues: accelerating the satellite constellation business, enhancing the transportation capability of rockets developed by the private sector, and promoting satellite data application businesses.
Initiatives for accelerating the satellite constellation business:
- Accelerating the construction of commercial satellite constellations
- Developing and demonstrating satellite parts and components for the construction of satellite supply chains
Initiatives for enhancing the transportation capability of private rockets:
- Developing technologies for mass production of key materials for solid motors
- Developing inertial navigation devices for space transportation systems
Initiatives for promoting business in which satellite data is applied:
- Demonstrations in other countries of systems in which satellite data is applied (feasibility studies)
3. Future schedule
JAXA will open a public call for companies in accordance with relevant laws and regulations as well as the Basic Policy and the Implementation Policy.
