First Japan-ROK Hydrogen and Its Derivatives such as Ammonia Cooperation Dialogue Held

On June 14, 2024, Mr. Inoue Hiroo, Director-General, Energy Conservation and Renewable Energy Department, Agency for Natural Resources and Energy, and Mr. Chan Ki Park, Director-General, Hydrogen Economy Policy Bureau, Ministry of Trade, Industry and Energy (MOTIE), the Republic of Korea, held the First Japan-ROK Hydrogen and its derivatives such as ammonia Cooperation Dialogue in Seoul, the ROK, and the two sides held discussions with a view to strengthening the cooperation framework.

This was the first such dialogue held after the establishment of the Japan-ROK Hydrogen and its derivatives such as ammonia Cooperation Dialogue in February 2024. At the dialogue, the two sides held discussions with a view to strengthening the cooperation framework in which the public and private sectors will work together, and they exchanged views on trends in policies for hydrogen and ammonia that Japan and the ROK have been advancing. The following are the outcomes of the dialogue.

  1. The two sides agreed to enhance mutual cooperation in the fields of hydrogen and ammonia in order to achieve the greenhouse gas emission reduction targets or the Nationally Determined Contribution (NDC) of Japan and the ROK and ensure energy security.
  2. They focused on collaboration on codes and standards and agreed to establish the following three working groups to accelerate discussions as an effort aiming at the enhancement of cooperation in which the public and private sectors will work together. They also agreed to hold discussions on the establishment of additional working groups going forward.
    • Working group on carbon intensity and its certification
    • Working group on collaboration on codes and standards for mobility and others
    • Working group on the safety of hydrogen
  3. The two sides shared an awareness of the importance of cooperation between Japanese and ROK private companies in order to not only expand cooperation in building a global supply chain for clean hydrogen and its derivatives but also to expand an ecosystem for a hydrogen economy. Following this, the two sides agreed to seek measures for expanding cooperation led by private companies in Japan and the ROK concerning a supply chain for clean hydrogen and its derivatives.
