Second Japan-ROK Hydrogen and Its Derivatives such as Ammonia Cooperation Dialogue Held

On Wednesday, March 26, 2025, Mr. Ito Sadanori, Director-General, Energy Efficiency and Renewable Energy Department, Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry (METI), and Mr. Choi Woo-hyuk, Director-General, Hydrogen Economy Policy Bureau, Ministry of Trade, Industry and Energy (MOTIE), the Republic of Korea, held the Second Japan-ROK Hydrogen and Its Derivatives such as Ammonia Cooperation Dialogue in Tokyo. The two sides held discussions with a view to bilateral cooperation in the fields of hydrogen and ammonia.
In this dialogue, the two sides reported the specifics and cooperation topics on which the organizations related to hydrogen and ammonia of the two countries have held discussions so far at the meetings of four working groups established under the cooperation framework. They also held discussions on approaches that the governments and related organizations should take to expand cooperation going forward.
The following are the outcomes of the dialogue.
- Working group on developing Japan-ROK supply chains for hydrogen and ammonia
Aiming to promote cooperation between companies in Japan and the ROK, the two sides agree to develop and operate a Japan-ROK cooperation platform for the utilization of and cooperation for supply chains for hydrogen and ammonia, which will be led by private associations. They also agreed to promote the development of supply chains for hydrogen and ammonia and cooperation in the utilization of hydrogen in the field of hydrogen mobility by taking the opportunities of events related to hydrogen. - Working group on carbon intensity and its certification
The two sides agreed to jointly enrich the methodology for measuring greenhouse gas emissions in the production process of hydrogen and ammonia and also to facilitate joint research at overseas manufacturing bases. - Working group on collaboration on codes and standards
The two sides focused on the development of international standards for hydrogen stations in the field of mobility and agreed that the two countries will advance collaboration for developing such standards. - Working group on the safety of hydrogen
The two sides agreed to continue and expand their collaboration in sharing information on the safety of hydrogen and case examples of accidents.
Moreover, the two sides shared trends in hydrogen policies in Japan and the ROK, including the Hydrogen Society Promotion Act of Japan and the bidding for clean hydrogen power generation in the ROK, and confirmed that both countries will sustainably enhance their bilateral cooperation toward the realization of a hydrogen economy as consumers of hydrogen and its derivatives.
Japan will continue to promote collaboration in developing international supply chains and cultivating demand so as to expand the supply and utilization of hydrogen and its derivatives, which will become key to achieving carbon neutrality by 2050.
