Minister Muto Holds Meeting with H.E. Mr. Rashid Meredov, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs, Turkmenistan

On Tuesday, April 15, 2025, Minister Muto held a meeting with H.E. Mr. Rashid Meredov, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs, Turkmenistan. They exchanged views on bilateral cooperation in the fields of economy and energy. Also, the two sides revised the memorandum of cooperation on energy transitions between Japan and Turkmenistan and presented the revised version.
In the meeting, the two ministers welcomed the successful implementation of Turkmenistan's national day event at Expo 2025 Osaka, Kansai, Japan, which had been held as the first national day event of the Expo, and exchanged views to enhance bilateral cooperation in the fields of economy and energy, including collaboration for the implementation of large infrastructure building projects with the participation of Japanese companies.
Moreover, the two sides revised the memorandum of cooperation on energy transitions between Japan and Turkmenistan, presented the revised version, and confirmed further enhancement of cooperative ties toward the promotion of projects that are beneficial to both countries.
In January 2024, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Foreign Affairs, Turkmenistan, concluded the MOC to promote and enhance Japan-Turkmenistan energy cooperation as an effort to achieve a realistic energy transition taking advantage of all available energy sources, technologies, and options, including the following: energy conservation; renewable energy; hydrogen; ammonia; e-fuels; carbon dioxide capture, utilization and storage (CCUS)/carbon recycling; measures against methane leaks, and highly-efficient power generation technology. The MOC specifies support for the formulation of a roadmap for carbon neutrality and other efforts as a means to achieve the goal.
The MOC was revised based on the progress made with bilateral projects and to further enhance bilateral cooperation for energy transitions, including cooperation to promote measures against methane leaks.
