Revised Edition of the Action Plan to Strengthen Industrial and Technological Basis for Economic Security Released

At a turning point in the history of both international affairs and technological innovation, METI has revised the Action Plan to Strengthen Industrial and Technological Basis for Economic Security to further reinforce Japan’s economic security policy.

Over just one year since the previous revision of the Action Plan in May 2024, the economic security environment surrounding Japan has drastically changed and become increasingly severe. The scope of technological competition among major powers is expanding—from cutting-edge fields such as generative AI and quantum technologies to traditional manufacturing industries such as steel and shipbuilding—across the entire range of industrial and technological basis. Furthermore, competition is also intensifying in next-generation strategic domains such as outer space and the oceans, while the importance of energy, which underpins industrial and technological basis, is also growing. Given this environment, it is essential to further strengthen efforts to ensure Japan’s autonomy and indispensability for its economic security. By seizing the current historic paradigm shift as an opportunity to drive a major leap forward in Japan’s industrial and technological infrastructure, METI will steadily implement the initiatives outlined in this Action Plan. To help realize a nation that is truly indispensable to the world through these efforts, METI will work closely with relevant ministries and agencies, as well as with the private sector.
