Launch of the Global Cross-Border Privacy Rules (CBPR) System
For facilitating cross-border transfer of personal data over a wider area and promoting interoperability of regulations among jurisdictions

On Monday, June 2, the Ministry of Economy, Trade and Industry (METI) and the Personal Information Protection Commission (PPC) launched the Global Cross-Border Privacy Rules (CBRP) System. The Japan Institute for Promotion of Digital Economy and Community (JIPDEC), as an Accountability Agent recognized under the Global CBPR System, reviews and certifies compliance based on applications from organizations.


1. Expanding the CBPR
The Cross-Border Privacy Rules (CBPR) System is an international system that certifies organizations’ compliance with certain program requirements for the cross-border transfer of personal data. Jurisdictions approved to participate in the system recognize the Accountability Agents and the Accountability Agents review and certify compliance of organizations based on their applications.
The CBPR System has operated under Asia-Pacific Economic Cooperation (APEC) since its inception. However, on April 21, 2022, the declaration of the establishment of the Global CBPR Forum (hereinafter referred to as the “Forum”)–a framework that is not limited to jurisdictions in the APEC region, but open to those all over the world–was published for the purpose of facilitating cross-border transfer of personal data over a wider area and the promotion of interoperability of regulations among jurisdictions. Since its establishment, 13 jurisdictions, including Japan,* have been advancing efforts to build a new certification system for organizations under the Forum, aiming to make personal data transfer smoother over a wider area.

Associates: Bermuda, Dubai International Financial Centre, Mauritius and the United Kingdom
2. Operation of the Global CBPR System Starts
On June 2, 2025, the Forum has officially launched the Global CBPR System and Accountability Agents started granting certifications.
In Japan, JIPDEC has been approved as an Accountability Agent under the Global CBPR System and has started accepting applications for certification today.
METI, together with the PPC, will continue to proactively contribute to the efforts for expanding participation in the Forum and international discussions for disseminating the Global CBPR System.
