LNG Producer-Consumer Conference 2025 Held

On Friday, June 20, 2025, the Ministry of Economy, Trade and Industry (METI) and the International Energy Agency (IEA) held the LNG Producer-Consumer Conference 2025 at Tokyo Big Sight.
LNG producers and consumers gathered from across the world for the conference. Some 470 people attended the event in person, with participation from 30 countries. Public-private panel discussions were held under the theme “Navigating Global Uncertainty and Economic Growth,” and announcements were made with regard to the improvement of gas security and public-private cooperation for low-carbon LNG deployment in the LNG supply chain.
As an outcome of the conference, METI and the IEA compiled a joint chair summary.
The LNG Producer-Consumer Conference 2025, the 14th iteration of this event, was held in collaboration with the Japan Energy Summit & Exhibition, bringing together about 470 people in person. At this conference, based on the Discussion Paper published in advance, public-private talks were held on topics including the role of LNG in global uncertainty and economic growth especially in Asia. : Fostering a Certain Future for LNG in an Uncertain World; LNG as a Driver of Clean Economic Growth; and Emissions from LNG Supply, Abatement Opportunities and the Role of Certification.
At the beginning of the ministerial session, Mr. Muto Yoji, Minister of Economy, Trade and Industry, talked about the important role to be played by LNG in the face of global uncertainty and for the achievement of economic growth and the importance of implementing measures for gas security and low-carbon LNG deployment across the entire LNG supply chain.
The conference featured several notable initiatives to ensure gas security in Japan. JERA Co., Inc., and Woodside Energy Trading Singapore Pte Ltd, a Singaporean subsidiary of Woodside Energy Group Ltd of the Commonwealth of Australia, made an announcement on the conclusion of a heads of agreement to secure LNG supply for Japan’s winter demand. The Japan Organization for Metals and Energy Security (JOGMEC) and Petroliam Nasional Berhad (PETRONAS)made an announcement on the conclusion of a memorandum of cooperation for strategic LNG procurement. METI and the Ministry of Trade, Industry and Energy (MOTIE) of the Republic of Korea made a press release on the further development of cooperation based on LNG procurement collaboration between Japanese and Korean companies. Kanadevia Corporation and Oman LNG LLC made an announcement on the start of a methanation demonstration project in Oman.
Regarding low-carbon LNG supply chain initiatives, METI and the IEA disclosed a report for low-carbon LNG deployment in the LNG supply chain. Also, they announced a statement that METI, JOGMEC, the United Nations Environment Programme’s International Methane Emissions Observatory (UNEP IMEO), the IEA, the International Group of Liquefied Natural Gas Importers (GIIGNL), the Environmental Defense Fund (EDF), and the methane emissions certification body MiQ will cooperate for low-carbon LNG deployment in the LNG supply chain through the Coalition for LNG Emission Abatement toward Net-zero (CLEAN), which is a public-private initiative announced in 2023. These partners will collaborate for the establishment of a certification system for low-carbon LNG to expand international cooperation for its development. Also, METI, JOGMEC, the Ministry of the Environment, and the National Institute for Environmental Studies, Japan, will cooperate with UNEP IMEO to reduce the emissions of methane from the LNG supply chain by making effective use of the data to be sent from the soon-to-be-launched greenhouse gas observation satellite GOSAT-GW, and by promoting technological cooperation for the measurement of methane emissions at LNG production facilities in Asia.
The conference held panel discussions as a public-private session with lively engagement from the participants on the following topics: Fostering a Certain Future for LNG in an Uncertain World; LNG as a Driver of Clean Economic Growth; and Emissions from LNG Supply, Abatement Opportunities and the Role of Certification.
As an outcome of the discussions at the conference, Japan and the IEA compiled a joint chair summary and made it publicly available to the world on the LNGPCC 2025 website.
Moreover, Mr. Muto, Minister of Economy, Trade and Industry, held a meeting with H.E. Dr. Estêvão Rafael Pale, Minister of Mineral Resources and Energy of the Republic of Mozambique, and also with H.E. Mr. Francisco Da Costa Monteiro, Minister of Petroleum and Mineral Resources of the Republic Democratic of Timor-Leste, both of whom participated in the LNG Producer-Consumer Conference 2025.
During his meeting with Minister Pale, Minister Muto confirmed the importance of starting production and ensuring stable operation in the LNG project implemented with the involvement of Japanese companies, and in his meeting with Minister Monteiro he affirmed the importance of natural gas, LNG and CCS.
