The Ninth Tokyo International Conference on African Development (TICAD 9) Held

The Ninth Tokyo International Conference on African Development (TICAD 9) was held in the City of Yokohama from August 20 to 22, 2025. The Ministry of Economy, Trade and Industry (METI) held the TICAD Business Expo & Conference in cooperation with the Japan External Trade Organization (JETRO) to encourage more Japanese companies to conduct business in Africa. The number of exhibitors in this event reached nearly 200, a record high. Also, the number of signed documents confirmed for presentation at the commemorative ceremony totaled more than 300, far exceeding the number at the previous TICAD 8.
1. TICAD 9-related measures to be fostered by METI
Following the momentum gained through TICAD 9, METI will further foster Japan-led business development in Africa with consideration toward local social issues, resource development and the GX/DX situation in Africa through three key approaches. The first is collaboration for business and co-creation for industry to be promoted between Japan and Africa through initiatives such as the Japan Africa Co-creation for Industry (JACCI) initiative and the Human Resource Development in AI/Data Science for Africa’s Economic Growth Initiative. The second is enhancement of connectivity between Africa and countries in other regions through the Economic Partnership Initiative for Indian Ocean-Africa. The third is strengthening of public-private cooperation for financing support by measures such as enhancing collaboration between Nippon Export and Investment Insurance (NEXI) and multilateral development banks (MDBs).
2. TICAD Business Expo & Conference
As many as 194 companies and organizations, a record-breaking number of exhibitors, showcased their businesses and technologies at the exposition. Also, the African side put up booths to introduce their businesses and put on display specific entertainment- and innovation-related themes. Moreover, a range of thematic events were held as part of this three-day comprehensive business event held by METI in cooperation with JETRO.
3. Signed documents
The number of signed documents confirmed for presentation at TICAD 9 totaled 324, a substantial increase from the 92 at the previous TICAD 8, reaching a record high (see references 2 and 3). On August 21, during the TICAD 9 period, a commemorative ceremony was held with the participation of Prime Minister Ishiba and his African counterparts to unveil the documents signed in a wide range of fields. These include the documents on the Economic Partnership Initiative for Indian Ocean-Africa and the Human Resource Development in AI/Data Science for Africa’s Economic Growth Initiative signed between the governments, government-related organizations, and entities in the private sector, as well as documents on energy, mineral resources, space, healthcare, content and infrastructure.
TICAD stands for the Tokyo International Conference on African Development. Since 1993, the Government of Japan has been co-hosting this conference with the United Nations, United Nations Development Programme (UNDP), World Bank and African Union Commission (AUC). TICAD 9 was held in Yokohama from August 20 to 22, 2025.
