Cabinet Decision Made on the Cabinet Order to Partially Revise the Order for Enforcement of the Measurement Act and Related Regulations

Today, a cabinet decision was made on the Cabinet Order to Partially Revise the Order for Enforcement of the Measurement Act and Related Regulations. The revisions include the exclusion of three types of automatic weighing instruments (hopper weighers, automatic gravimetric filling instruments, and belt weighers) from usage restrictions, specifically excluding them from the scope of verification requirements.

1. Outline of the Cabinet Order to Partially Revise the Order for Enforcement of the Measurement Act and Related Regulations

In 2017, three types of automatic weighing instruments (hopper weighers, automatic gravimetric filling instruments, and belt weighers) were added to the list of specified measuring instruments referred to in Article 2 of the Order for Enforcement of the Measurement Act (Cabinet Order No. 329 of 1993), which then subjected them to usage restrictions that require them to pass a verification test in order for them to be used for measurement in transactions or certifications. While the start date for the usage restrictions was postponed for five years in FY2022, a follow-up survey conducted in FY2024 on usage and manufacturing conditions confirmed that the use of these three varieties of instruments measurement in transactions or certifications was still minimal. In addition, it was confirmed that changes in usage conditions since the 2017 Cabinet Order revision have led to circumstances under which the use of the verification system itself is largely inappropriate, which includes the presence of instruments that may pose safety risks during the verification procedures and those that may experience reduced measurement accuracy if subjected to the verification process itself.

In response to such changes, it has been determined that it would be difficult to introduce the usage restrictions for the three types of automatic weighing instruments above, and therefore revisions will be made to exclude these instruments from the scope of verification under the Measurement Act.
