The Japan-EU Energy Dialogue 2025

On Tuesday, September 16, Mr. Murase Yoshifumi, Commissioner, Agency for Natural Resources and Energy, together with Ms. Ditte Juul Jørgensen, Director General for Energy, European Commission, held the Japan-EU Energy Dialogue.
In the dialogue, Japan and EU discussed cooperation on the clean energy transition, including the establishment of resilient and reliable supply chains, as well as possible cooperation on natural gas/LNG, hydrogen, the reduction of methane emissions, and nuclear power including SMRs in particular. The Dialogue follows up on the 30th Japan-EU Summit held in July 2025, and the announcement of the “Japan-EU Competitiveness Alliance”
The key points of this policy dialogue include:
(1) The agreement on the outcome of the Japan-EU Clean Energy Industrial Policy Coordination Working Group
Based on the discussions under the Japan-EU Clean Energy Industrial Policy Coordination Working Group so far, both sides confirmed the importance of building resilient and reliable supply chains in clean energy sectors such as wind, solar, and hydrogen, and that they should work together to take the lead in this area. Both sides also agreed that it is useful to consider the use of elements other than prices in each country’s policy measures on the basis of five principles (transparency, diversification, security, sustainability, trustworthiness and reliability).
(2) Launch of the Japan-EU Intergovernmental Gas Dialogue
As a part of this Japan-EU Energy Dialogue, the first meeting of the Japan-EU Intergovernmental Gas Dialogue was held. Both sides reaffirmed the ongoing importance of energy security and affordability, as well as the flexibility and transparency of interconnected LNG markets, and reiterated the important role of resilient natural gas and LNG sector, including gas reserve mechanisms, in our increasingly decarbonizing energy systems. Under this dialogue, a public-private roundtable was also held to discuss the role of the private stakeholders to ensure adequate capacities.
Japan and the EU are like-minded partners which share fundamental values and interests in the field of energy, as outlined in the Green Alliance, and cooperate through many different initiatives ranging from the ‘LNG Global Early Warning Mechanism’ and the ‘LNG importers' initiative alliance for methane mitigation from the LNG value chain’ to the Memorandum of Cooperation on Hydrogen. Both sides also share the commitment to jointly follow up on the Global Stocktake.
