Seventh India-Japan Industrial Competitiveness Partnership Vice Minister/Secretary-Level Meeting Held

On Wednesday, September 17, 2025, the Ministry of Economy, Trade and Industry (METI) and the government of India, including the Ministry of Commerce and Industry (MoCI), held the Seventh India-Japan Industrial Competitiveness Partnership (IJICP) Vice Minister/Secretary-Level Meeting in Tokyo.
Overview of the meeting
On Wednesday, September 17, METI and the government of India held the Seventh IJICP Vice Minister/Secretary-Level Meeting in Tokyo, the second time for this city since the last time it hosted the event in 2023.
Representatives from various Japanese government ministries and organizations, including METI, the Ministry of Internal Affairs and Communications, the Ministry of Foreign Affairs, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Land, Infrastructure, Transport and Tourism, as well as governmental organizations such as JETRO, NEDO, JBIC, NEXI and AOTS, participated in this meeting both in-person and online.
From India, representatives from MoCI, the Ministry of Steel, the Ministry of Electronics and Information Technology, the Ministry of Food Processing Industries, the Ministry of Heavy Industries, the Ministry of Communications, the Ministry of Textiles, and the Ministry of Micro, Small and Medium Enterprises were present both in-person and online.
In total, approximately 50 representatives from both countries participated in the meeting.
The meeting was co-chaired by Mr. Matsuo Takehiko, Vice-Minister for International Affairs, METI, and Mr. Amardeep Singh Bhatia, Secretary, Department for Promotion of Industry and Internal Trade, MoCI. The two sides confirmed the progress made by sector-wise working groups as efforts to enhance industrial cooperation between Japan and India.
Furthermore, the two sides confirmed their intention to continue working towards deepening economic relations between Japan and India while sharing the outcomes of the visit of H.E. Mr. Narendra Modi, Prime Minister of the Republic of India, to Japan at the end of August 2025: the exchange of the Japan-India Digital Partnership 2.0, the Joint Declaration of Intent on Clean Hydrogen and Clean Ammonia, and other documents at the summit meeting as well as the announcement of the conclusion of a total of 170 private sector MOUs and other agreements at the India-Japan Economic Forum.
Moreover, as an effort for achieving the goal of private investment to India at the level of 10 trillion yen, the new target set in the Japan-India Joint Vision for the Next Decade, the two sides agreed to further promote industrial cooperation, including human resource development, and the improvement of the business environment in India in order to encourage Japan to invest there.
The IJICP is a secretary/vice-minister level framework launched in December 2019 by Mr. Kajiyama Hiroshi, then-Minister of METI, and H.E. Mr. Piyush Goyal, Minister of Commerce and Industry. Under this framework, sector-wise working groups have been established, and discussions and initiatives for the enhancement of India's industrial competitiveness have been implemented.
