Cabinet Decision on the Cabinet Order to Partially Amend the Export Trade Control Order

For the purposes of preventing the proliferation of weapons of mass destruction, preventing the excess accumulation of conventional weapons, and executing treaties and other international agreements, the Ministry of Economy, Trade and Industry (METI) controls exports of goods and technologies under the Foreign Exchange and Foreign Trade Act, and under the Foreign Exchange Order and the Export Trade Control Order pursuant to the Foreign Exchange and Foreign Trade Act.

On November 11, 2025, a Cabinet Decision was made on the Bill of the Cabinet Order to Partially Amend the Export Trade Control Order concerning the revision of the list of export goods subject to regulation based on the agreements concluded under the international export control regimes, the elimination of overlaps with export controls under other laws, and the addition of exceptional cases that do not require export license.

1. Outline of the revision

(1) To reflect the list of export goods subject to regulation based on the agreements concluded under the international export control regimes, the Export Trade Control Order will be revised by adding the following to its Appended Table 1.

(2) Effective December 1, 2025, glass eels and eel fries will be subject to export regulations under the Act on Ensuring the Proper Domestic Distribution and Importation of Specified Aquatic Animals and Plants (under the jurisdiction of the Ministry of Agriculture, Forestry and Fisheries). Accordingly, from the perspective of eliminating overlapping export controls, the Export Trade Control Order will be revised by deleting “Glass eels and eel fries” under column 33 of its Appended Table 2.

(3) As the temporary export of weapons expected to be brought back to Japan, such as bulletproof vests carried out of the country by the National Police Agency for the protection of dignitaries visiting foreign countries, will be excluded from cases requiring license to export, the proviso of Article 4, paragraph (1) of the Export Trade Control Order will be revised, and such temporary export will be exempt from the export license required by Article 48, paragraph (1) of the Foreign Exchange and Foreign Trade Act.

3. Other matters

Related ministerial orders, notifications, and other regulations will be promulgated on the same date as this Cabinet Order.

(1) Amendment to the list of export goods subject to regulation based on the agreements concluded under the international export control regimes (ministerial order, administrative notice); to be enforced on February 14, 2026

(2) Revisions of regulations related to spray-drying equipment (ministerial order, administrative notice); to be enforced on November 15, 2025

(3) Special provisions, etc., for the re-provision of the same program in the event that the recording medium containing the program is damaged (ministerial order); to be enforced on November 15, 2025

(4) Special provisions for the temporary export of weapons on the premise of free return (notification, administrative notice); to be enforced on November 15, 2025

(5) Addition of technologies applicable to the public-private dialogue scheme for strengthening technology management (notification); to be enforced on January 14, 2026
