Cabinet Decision on the Cabinet Order to Partially Amend the Export Trade Control Order

The Ministry of Economy, Trade and Industry (METI) implements export controls under the Foreign Exchange and Foreign Trade Act and the Export Trade Control Order (hereinafter referred to as the “Export Order”) based on the Act, for the purpose of fulfilling treaties and other international commitments.

With respect to the 1996 Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 (the “London Protocol”), to which Japan is a contracting party, measures were introduced through the 2009 amendment to allow, under certain conditions, the export of carbon dioxide streams from carbon dioxide capture processes for sequestration (hereinafter referred to as “carbon dioxide streams for CCS purposes”). In May 2024, the Diet approved the acceptance of the amendment. As a domestic implementation measure, a cabinet decision was made today on the Cabinet Order to partially amend the Export Order to add carbon dioxide streams for CCS purposes to the goods listed in Appended Table 2 of the Export Order.

From the perspective of fulfilling treaties and other international commitments, an amendment will be made to add the following item to row (35-5) of Appended Table 2 of the Export Order as goods requiring the approval of the Minister of Economy, Trade and Industry for export:
