Cabinet Approves the Cabinet Order for Stipulating the Enforcement Date of the Act on Carbon Dioxide Storage Businesses and the Cabinet Order for the Arrangement of Relevant Cabinet Orders and Transitional Measures Accompanying the Enforcement of the Act on Carbon Dioxide Storage Businesses

Joint News Release with the Ministry of the Environment

On April 24, 2026, the Cabinet approved the Cabinet Order for Stipulating the Enforcement Date of the Act on Carbon Dioxide Storage Businesses and the Cabinet Order for the Arrangement of Relevant Cabinet Orders and Transitional Measures Accompanying the Enforcement of the Act on Carbon Dioxide Storage Businesses. These Cabinet Orders are to stipulate the enforcement date of the Act on Carbon Dioxide Storage Businesses (hereinafter referred to as the CCS Business Act), which was enacted in the ordinary session of the Diet in 2024, and also to stipulate the necessary measures.

Outline of the Cabinet Orders

(1) Cabinet Order for Stipulating the Enforcement Date of the Act on Carbon Dioxide Storage Businesses

The enforcement date for the CCS Business Act is set as May 22, 2026.

(2) Cabinet Order for the Arrangement of Relevant Cabinet Orders and Transitional Measures Accompanying the Enforcement of the Act on Carbon Dioxide Storage Businesses

1) Partial amendment of the Order for Enforcement of the Act on Carbon Dioxide Storage Businesses 

The amended order stipulates that the concentration of carbon dioxide to be stored in reservoirs in marine areas must be 99% or higher, and that it may be reduced to less than 99% if impurities other than carbon dioxide meet the standards set by the ordinances of the competent ministries (the Ministry of Economy, Trade and Industry and the Ministry of the Environment) as having little impact on the marine environment.

2) Partial amendment to the Cabinet Order concerning the registration of exploratory drilling rights as stipulated in Article 2, Paragraph 8 of the Act on Carbon Dioxide Storage Businesses

The title is amended to the Cabinet Order Concerning Registration of Storage Rights and Exploratory Drilling Rights and the amended order stipulates the matters to be registered in the storage rights registry for storage rights and mortgages established on storage rights, and the registration procedures.

Other relevant cabinet orders are also amended.
