FY2025 Measures to Promote Manufacturing Technology (White Paper on Manufacturing Industries 2026) Released

The FY2025 Measures to Promote Manufacturing Technology (White Paper on Manufacturing Industries 2026) is a report on measures that the Government of Japan has taken to promote core manufacturing technologies. It was compiled pursuant to Article 8 of the Basic Act on the Promotion of Core Manufacturing Technology (Act No. 2 of 1999).

This report was jointly prepared by three ministries, namely, the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of Education, Culture, Sports, Science and Technology (MEXT). It was approved by the Cabinet on May 29, 2026.

1. Characteristics of the White Paper on Manufacturing Industries 2026

The White Paper on Manufacturing Industries 2026 compiles fundamental data on Japan's manufacturing industry, such as business conditions and trends in employment. It also summarizes important issues and government initiatives for strengthening the industrial competitiveness of Japan's manufacturing industry in the future, including the need for medium- to long-term growth investments that take into account perspectives such as economic security and the utilization of AI and digital technologies.

2. Key points of the White Paper on Manufacturing Industries 2026

In recent years, rising uncertainty driven by the destabilization of the international economic order, fueled by growing protectionist policies in various countries, alongside the rapid advancement of digital technologies such as AI, has significantly altered the environment surrounding the Japanese manufacturing industry. Consequently, prioritizing economic security and leveraging AI and digital technologies have become essential to enhancing the competitiveness of the manufacturing industry.

The White Paper on Manufacturing Industries 2026 includes information on the implementation status of these initiatives, related policies, and case examples of leading manufacturers that have dealt with such challenges.
