Today, the Cabinet has enacted a Cabinet Order relating to a provisional anti-dumping duty on nickel-added cold-rolled stainless steel coil, sheet and strip originating in or exported from the People’s Republic of China and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu. The Cabinet Order will be made public on July 8, 2026, and the provisional anti-dumping duty shall be imposed on the goods during the period from July 9 to November 8, 2026.
1.Background
The Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF) have been conducting an investigation since July 22, 2025, to determine whether or not to impose an anti-dumping duty on nickel-added cold-rolled stainless steel coil, sheet and strip1 originating in or exported from the People’s Republic of China2 and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu.
As a result, METI and MOF made a preliminary determination in the anti-dumping investigation of the product presuming the fact of the importation of the dumped product and the fact of the material injury to the domestic industry caused by such importation. On June 23, 2026, considering the facts found in the investigation, the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it was appropriate to impose a provisional anti-dumping duty on nickel-added cold-rolled stainless steel coil, sheet and strip1 originating in or exported from the People’s Republic of China and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu. (The rate of the provisional anti-dumping duty ranges from 3.6% to 42.1%.)
- An alloy steel containing 10.5% or more of chromium and containing by weight more than 0.6% nickel. The characteristics of this product are that it combines corrosion resistance, the functionality of steel, and a beautiful and clean design through its manufacturing methods. Also, it is used in a wide range of applications.
- Excluding the regions of Hong Kong and Macao.
2.Outline of the Cabinet Order
The objective of enacting this Cabinet Order is to impose a provisional anti-dumping duty on nickel-added cold-rolled stainless steel coil, sheet and strip originating in or exported from the People’s Republic of China and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu. This Cabinet Order is the result of an investigation conducted in response to an application requesting the imposition of anti-dumping duties. The investigation established the fact of the dumped products and the resulting material injury to domestic industry caused by such imports, and therefore it was determined that measures should be taken to protect domestic industry.
3. Next Steps
The Cabinet Order will be made public on July 8, 2026, and the provisional anti-dumping duty shall be imposed on the goods originating in or exported from the People’s Republic of China and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu during the period from July 9 to November 8, 2026.
