Regulatory submission flow under the Act on the Securing of Safety and the Optimization of Transaction of Liquefied Petroleum Gas

① Preparation and submission of notification documents

- Fill out the government-specified form and prepare attachments. Submit one copy of each.
- Submit these notification documents to the Ministry of Economy, Trade and Industry or the Regional Bureau of Economy, Trade and Industry in your area.

② Inspection (self-inspection)

- Carry out a self-inspection to confirm that your product meets the government-specified technical requirements or product performance (the technical requirements also specify the name of the Notifying Enterprise, cautions, and other matters to be shown on the product).

- Create an inspection record and keep it for three years as required by applicable laws and regulations.

Inspection (conformity inspection) *Required only for Specified Liquefied Petroleum Gas Appliances, etc.

- In addition to a self-inspection, a conformity inspection by a Registered Conformity Inspection Body (Japan Gas Appliances Inspection Association or Japan L.P. Gas Instrument Inspection Association) is required for Specified Liquefied Petroleum Gas Appliances, etc. (cartridge gas stoves, semi-closed instantaneous water heaters for liquefied petroleum gas, semi-closed bath heaters with a burner for liquefied petroleum gas, bath heaters, bath burners for liquefied petroleum gas, semi-closed stoves for liquefied petroleum gas, gas plugs for liquefied petroleum gas, and portable burners for liquefied petroleum gas) before the product can be released to the market.

④ Labeling of the product with the PSLPG mark

- The product can have the PSLPG mark on it only after the requirements described in steps ①, ② and ③ above are fulfilled.

⑤ To market

You may use the Safety Net (Japanese Only) system to create and submit the following documents online:
- Notification of commencement of manufacturing or import business (Article 41)
- Notification of change to particulars of the notification of business (Article 43)
- Notification of discontinuation of manufacturing or import business (Article 44)
- Notification of labeling of registered trademarks (Appended Table 3 of the Ministerial Order on Technical Requirements for Liquefied Petroleum Gas Appliances, etc.)

Safety Net is a system that allows you to complete application procedures related to the industrial safety and product safety laws and regulations. You can fill out application forms, submit them, check the screening progress, and see notices issued to you without having to visit a government office. In June 2020, submission of application forms became possible via the Simple Application Form on Safety Net if your application forms and attachments are in PDF format, even for legal procedures that did not originally support online applications.
