Agreement Reached on Inauguration of AZEC Japan-Philippines High-Level Coordination Dialogue in the Philippines

April 1, 2024

On Monday, April 1, 2024, a mission of Japan’s representatives (including Mr. Maeda Tadashi, Special Advisor to the Cabinet, officials of the Ministry of Economy, Trade and Industry (METI), those of the Japan Bank for International Cooperation, and executives of Japanese companies) held a meeting in Manila, the Philippines, with H.E. Mr. Raphael Perpetuo Mercado Lotilla, Secretary of the Department of Energy, and the two sides agreed to inaugurate AZEC Japan-Philippines High-Level Coordination Dialogue.

At the meeting, in view of the weight that both Japan and the Philippines place on developing specific projects and encouraging them with appropriate support in advancing their efforts for decarbonization, Japan and the Philippines agreed to inaugurate the AZEC Japan-Philippines High-Level Coordination Dialogue as a framework under which the Japanese public and private sectors and the government of the Philippines, led by the Department of Energy, will hold discussions in the Philippines.

Under this framework, Japan and the Philippines will jointly hold discussions on challenges that projects for decarbonization* may face and solutions thereto.

*Note: It is expected that the two countries will materialize projects through cooperative frameworks, e.g., the AZEC Japan-Philippines Project Development Platform, to promote the formation of specific projects based on the MOU that the Japan Bank for International Cooperation concluded with Philippine private companies.

Going forward, Japan will strive to contribute to decarbonization in Asia through policy coordination and support, working together with the Philippines and other AZEC partner countries.

Reference: The Philippines is the third partner country, after Viet Nam and Indonesia, to have agreed to inaugurate a framework for holding local discussions between the Japanese public and private sectors, including Japanese companies, and the local government, since the launch of the AZEC framework at the ministerial meeting in March 2023.
