New Establishment and Revision of the Japanese Industrial Standards (JIS) (August 2024)

The Japanese Industrial Standards (JIS) are a collection of national standards stipulating the criteria for the quality of products, services, and so forth in Japan. The Ministry of Economy, Trade and Industry (METI) has been newly establishing and revising these standards in response to societal and technological changes. METI introduces the newly established or revised JIS this month.

1.Outline of the JIS

The JIS are a collection of national standards under the Industrial Standardization Act (JIS Act) that stipulate the types, quality, and performance of products, data, services, and so forth, as well as test or assessment methods for ascertaining these types and quality.

Producers and service providers make use of JIS for the purpose of producing and providing quality products and services, while consumers and other product users make use of JIS to access quality products and services.

METI and other related ministries and agencies have been establishing new standards or revising the existing ones in response to technological advancements, changes in social environments, and other factors as necessary.

The establishment and revision of JIS is conducted by the competent ministers, including the Minister of Economy, Trade and Industry, through discussions by the Japanese Industrial Standards Committee (JISC).1 (Regarding a proposal for establishing a new JIS or revising the existing one, which is to be prepared by an Accredited Standards Developing Organization,2 the competent minister may swiftly establish or revise the JIS without holding discussions at JISC.)

  1. JISC is a committee established by METI under the JIS Act.
  2. Accredited Standards Developing Organization is a private body accredited as having expertise in developing JIS by the competent minister.

2.Outline of the new establishment and revision of standards

In August 2024, METI newly established one standard and revised 37 standards.

Out of these, 22 revised standards were drafted by an accredited standards developing organization (the Japanese Standards Association) (see Appendix 1).
METI hereby introduces two of the standards established or revised this month.

ⅰ Establishment of JIS for Drone Service Provision (JIS Y 1011)

In recent years, various services utilizing drones (drone services) have been provided in diverse fields, making significant contributions to solving issues such as labor shortages and disaster response. To further encourage the use of drone services, it is essential to improve the quality of such services.

METI has established a JIS that stipulates the necessary processes and criteria to ensure a certain level of quality for drone service providers offering drone services. By requiring service providers to meet this standard, METI aims to contribute to improving the quality of and encouraging greater use of drone services. Further utilization of drones is also expected to address issues such as labor shortages and disaster response (Appendix 2).

ⅱ Revision of JIS for Laundry Symbols on Textile Products (JIS L 0001)

METI has revised JIS L 0001, which stipulates the symbols, methods, and testing procedures for handling instructions on textile products.
This revision is intended to align with the corresponding international standard ISO 3758. As a result, the content of the care symbols attached to textile products, both domestically and internationally, will be the same. This is expected to contribute to the smooth distribution of textile products and facilitate their proper handling (Appendix 3).
