Joint Statement on the Global Cybersecurity Labelling Initiative (GCLI) Released

On Thursday, October 23, 2025, the Ministry of Economy, Trade and Industry (METI), jointly with the Cyber Security Agency of Singapore and the institutions of related countries, released the Joint Statement on the Global Cybersecurity Labelling Initiative (GCLI) (hereinafter the “Statement”) in conjunction with the Singapore International Cybersecurity Week (SICW), an international conference in the field of cybersecurity.

The Statement was issued to announce the launch of an international framework for promoting cybersecurity labelling schemes for IoT products and driving cooperation for that purpose based on the previous discussions with the related countries on this issue.

1.Overview

In Japan, the Information-technology Promotion Agency, Japan (IPA) started to operate the Labeling Scheme based on the Japan Cyber-Security Technical Assessment Requirements (JC-STAR) in March 2025 based on the IoT Product Security Conformity Assessment Scheme Policy, which was issued by METI in August 2024. On Thursday, October 23, within the SICW, in celebration of the issuance of the Statement aimed at promotion of and cooperation for cybersecurity labelling schemes for IoT products, the Global Cybersecurity Labelling Initiative Joint Statement Ceremony was hosted by the Cyber Security Agency of Singapore, and representatives of METI attended the ceremony.

2. Named Participants

The participants in the Statement came from government agencies of a total of eleven countries. Named participants are: the Department of Home Affairs, Australia; Cyber Security Brunei, Brunei; Public Safety Canada, Canada; the Finnish Transport and Communications Agency Traficom, Finland; the Federal Office for Information Security, Germany; the Supervisory Authority for Regulatory Affairs, Hungary; the Ministry of Economy, Trade and Industry, Japan; the Ministry of Science and ICT and Korea Internet & Security Agency, Republic of Korea; the Cyber Security Agency of Singapore, Singapore; the Cyber Security Council, United Arab Emirates; and the Department for Science, Innovation and Technology, the United Kingdom.

3. Future Initiatives

Japan will continuously implement political initiatives aimed at building schemes to support the popularization of IoT products for which appropriate cybersecurity measures have been carried out, while promoting information sharing with the related countries on cybersecurity measures for IoT products.
