Advanced Air Mobility Roadmap Revised
Toward the Social Implementation of Advanced Air Mobility

On March 27, 2026, the Ministry of Economy, Trade and Industry (METI), jointly with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), convened the 12th meeting of the Public-Private Committee for Advanced Air Mobility, consisting of stakeholders from both the public and private sectors, with a view toward the social implementation of Advanced Air Mobility (AAM) in Japan. At the meeting, participants reported on the progress of discussions in the various working groups since the previous meeting of the Committee, and the Advanced Air Mobility Roadmap was revised. In addition, it was decided that three new businesses would join the Committee as members.
1. Background and objectives
AAM is expected to be utilized as a new means of transportation in urban areas, as well as in remote islands and mountainous areas, and for purposes such as emergency medical transport and the rapid delivery of goods in times of disaster. In order to realize and further develop AAM in Japan, the Public-Private Committee for Advanced Air Mobility was established in 2018. The Committee has formulated the Advanced Air Mobility Roadmap and, in accordance with the roadmap, has been advancing discussions in an integrated manner involving the public and private sectors on use cases and development of regulations related to AAM.
At the 12th meeting of the Public-Private Committee for Advanced Air Mobility held today, the Advanced Air Mobility Roadmap was revised with a view toward the social implementation of AAM following Expo 2025 Osaka, Kansai, Japan.
2. Key points of the roadmap revision and outlook from committee members
The revised roadmap clearly specifies that the start of commercial operations for AAM is expected between 2027 and 2028, and includes the introduction of new traffic management and passenger transport by remote control in the early 2030s, as well as the partial realization of automated and autonomous operations in the late 2030s. The roadmap outlines the pathways for development of regulations by the national government and for technological development to be undertaken jointly by the public and private sectors, which are necessary to achieve these milestones.
(1) Late 2020s: Clarification of the timing for the start of domestic commercial operations
- Commercial operations to begin in certain regions between 2027 and 2028
(2) Early 2030s: Introduction of new traffic management and passenger transport by remote control
- Development of regulations and frameworks by the national government for traffic management in response to expanded operational scale (including AAM corridors)
- Development of regulations by the national government to realize passenger transport by remote control
- Development of operation management systems by the public and private sectors to support high-density AAM operations
(3) Late 2030s: Partial realization of automated and autonomous operations
- Development of regulations by the national government and technical development by the public and private sectors for the realization of automated and autonomous operations
In addition, at today’s meeting of the Committee, members expressed the following views in light of the roadmap revision:
- Members will work expeditiously toward obtaining type certification. With regard to the full-scale introduction of automated and autonomous operations, they intend to proceed with the aim of advancing the roadmap schedule (aircraft manufacturers).
- By clearly specifying the timing for the start of operations and describing the phased introduction of airport access, the roadmap will serve as a driving force for advancing the member’s businesses (operators).
- Members are considering multiple take-off and landing areas within Japan, and based on the roadmap, they have recognized the need to accelerate development starting next fiscal year (take-off and landing area-related businesses).
