Technology Leakage Prevention Guidance, Version 2, Compiled

The Ministry of Economy, Trade and Industry (METI) released the Technology Leakage Prevention Guidance, Version 1, in May 2025, to help the industrial community take measures to prevent technology leakage. METI has now developed Version 2 of the Guidance, revising Version 1.
In May 2025, METI released the Technology Leakage Prevention Guidance, Version 1, to provide companies with effective measures to address the risk of technology leakage through overseas production bases and personnel.
Subsequently, to respond to industry needs, METI created new sections on measures to prevent technology leakage during joint research and procurement coordination with domestic and overseas partners. At the same time, based on the Economic Security Management Guidelines published in January 2026, METI drafted a revision to the guidance, also expanding the content on technology leakage countermeasures shared across all chapters and on measures to address leakage through personnel.
METI invited public comments on the draft revision from Thursday, March 5, through Friday, April 3, 2026. Based on the input received, METI compiled the Technology Leakage Prevention Guidance, Version 2. Further revisions to the Guidance will be made on an ongoing basis.
