“Battery Industry Strategy” Revised as the “Battery and Power Industry Strategy”

The Ministry of Economy, Trade and Industry has been working on the reviewing on the “Battery Industry Strategy,” originally formulated in August 2022, at the Battery Industry Strategy Promotion Council in light of recent changes in the environment surrounding the battery industry, and has revised and retitled as the strategy as the “Battery and Power Industry Strategy.”
1. Background
Based on the “Battery Industry Strategy” formulated in August 2022, progress has been made in establishing a domestic manufacturing base for batteries. At the same time, however, structural oversupply and supply chain risks became evident in the global market recently. In addition, there is a growing necessity to provide comprehensive energy storage solutions to meet the advanced power control needs of emerging AI data centers, as well as those of the medical and disaster prevention sectors.
Under these circumstances, it is becoming increasingly important for Japan’s battery industry to establish a manufacturing base across the entire power supply system centered on batteries, with a view to multiple dimensions of competitiveness, including not only energy density (capacity) but also power density (output). With the aim of strengthening competitiveness and establishing a manufacturing base for the entire power supply system, thereby capturing high value-added markets globally, the “Battery Industry Strategy” has been revised and retitled as the “Battery and Power Industry Strategy.”
2. Key points of the revision
In this revision, the three targets set out in the “Battery Industry Strategy” have been revised as follows:
(1) Establishing a domestic manufacturing base: Establishing a domestic manufacturing base of 150 GWh per year over the period from 2030 to the mid-2030s
(2) Securing global presence: Tripling the global battery-related sales of Japanese companies over the period from 2025 to 2035
(3) Capturing next-generation battery markets: Achieving full-scale commercialization of all-solid-state batteries around 2030 and establishing a manufacturing base in line with demand by the mid-2030s
To achieve these targets, the government and the private sector will work together to advance initiatives under seven policy pillars, including a policy package to expand the domestic base, securing upstream resources and strengthening supply chains, and the development of next-generation technologies.
