Parliamentary Vice-Minister Takeuchi Visits Romania and the Republic of Poland

From Sunday, November 3, to Saturday, November 9, 2024, Mr. Takeuchi Shinji, Parliamentary Vice-Minister of Economy, Trade and Industry, visited Bucharest, Romania, and Warsaw, the Republic of Poland, accompanied by a mission of 23 energy-related companies and governmental organizations that represent Japan. Together with the accompanying companies, Parliamentary Vice-Minister Takeuchi held the Japan-Romania Energy Forum and the 2nd Japan-Poland Economic Consultation. In addition, he held discussions with government dignitaries of both countries on bilateral cooperation, including supporting the recovery of Ukraine and cooperation in the field of energy, and signed joint statements.
1. Romania
1. Japan-Romania Energy Forum (November 4)
Japan and Romania held a Japan-Romania Energy Forum, their first such meeting, and Parliamentary Vice-Minister Takeuchi delivered a speech. At the forum, Romania presented the challenges that it faces in the energy transition, and participating Japanese companies explained their technologies that can contribute to solving the challenges.


2. Meeting with H.E. Mr. Sebastian-Ioan Burduja, Minister of Energy (November 4)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi held a meeting with Minister Burduja and explained outstanding technologies for the energy transition that Japanese companies hold. Following this, the two sides signed a joint statement on cooperation in the field of energy, including nuclear power, hydrogen, renewable energy, and CCUS.


3. Meeting with H.E. Mr. Bogdan-Gruia Ivan, Minister of Research, Innovation and Digitalization (November 4)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi held a meeting with Minister Ivan. In particular, the two sides held discussions on cooperation in the field of energy, including approaches to addressing an increase in energy demand due to economic development in the field of IT. Following this, they signed a joint statement on cooperation for energy transformation.

4. Meeting with H.E. Mr. Ion-Marcel Ciolacu, Prime Minister (November 5)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister akeuchi held a meeting with Prime Minister Ciolacu. The two sides confirmed the strengthening of bilateral economic ties under the framework of the Japan-Romania Strategic Partnership, which was concluded in 2023. Prime Minister Ciolacu expressed his high interest in Japanese companies’ technologies, looking toward cooperation in the field of energy, including nuclear power, and support for the reconstruction of Ukraine.


5. Meeting with H.E. Mr. Ștefan-Radu Oprea, Minister of Economy, Entrepreneurship and Tourism (November 6)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi held a meeting with Minister Oprea. The two sides confirmed the strengthening of bilateral economic ties, discussed the potential for cooperation in the field of economy, including energy, and signed a joint statement.

6. Visiting Nuclear Electrica (November 5)
Together with representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi visited nuclear-related facilities operated by Nuclear Electrica. Facility staff explained to him Romania's energy and nuclear policies. Following this, the two sides exchanged views about Japan-Romania collaboration in these fields.
2. Poland
1. Meeting with H.E. Ms. Marzena Czarnecka, Minister of Industry (November 7)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi held a meeting with Minister Czarnecka. The two sides held discussions on the potential for bilateral cooperation, mainly in the field of nuclear power. In addition, taking the opportunity of the meeting, the two sides signed a memorandum of cooperation in the field of nuclear power.


2. The 2nd Japan- Poland Economic Consultation (November 8)
In the presence of representatives of the Japanese companies, Parliamentary Vice-Minister Takeuchi and H.E. Mr. Michał Jaros, Secretary of State of the Ministry of Economic Development and Technology, held the 2nd Japan- Poland Economic Consultation. Poland explained the challenges that it faces in the energy transition, while Japan explained its technologies that can contribute to solving the challenges. In addition, taking the opportunity of the meeting, the Nippon Export and Investment Insurance (NEXI) and KUKE, Poland’s export credit agency, signed a memorandum of understanding on cooperation, which was witnessed by Secretary of State Jaros and Parliamentary Vice-Minister Takeuchi.


3. Visiting ORLEN (November 7)
Parliamentary Vice-Minister Takeuchi visited hydrogen-related facilities operated by ORLEN, a major Polish energy company. Facility staff explained to him the company’s medium- to long-term energy transition plan and examples of collaboration projects with Japanese companies. Following this, the two sides exchanged views on some issues, including sharing information on challenges.
