Tokyo GX Week Held

From September 25 to October 5, 2023, the Ministry of Economy, Trade and Industry (METI) held Tokyo GX Week as an effort to intensively coordinate international conferences related to energy and the environment to realize green transformation (GX). More than 8,000 or more people in total participated in this event in person or online.

Following on from 2022, METI held Tokyo GX Week as an effort to realize GX as a shift from the economic, social, and industrial structures dependent on fossil fuels since the Industrial Revolution to structures centered on clean energy, and to generate outcomes leading to decarbonization and economic growth and development.
In addition, this year, METI started to hold the Tokyo GX Week Plenary Session as a meeting bringing together the ministers of participating countries. At the session, Japan explained its ideas, while participating ministers held presentations on their countries’ ideas and efforts, aiming to further accelerate efforts for net-zero emissions.
Following from the outcomes of the discussions at the respective meetings held during Tokyo GX Week this time, METI will continue to advance actions for promoting global-level GX in cooperation with other countries.
(1) Tokyo GX Week Plenary Session (September 25)
The Tokyo GX Week Plenary Session brought together representatives of 37 countries and international organizations, including participants presenting video messages.
Japan shared with participants the importance of simultaneously achieving the three efforts of [i] economic growth, [ii] stable energy supply, and [iii] decarbonization, taking into account the discussions at the G7 meeting held in Japan and the subsequent G20 meeting, the importance of advancing energy transitions under various pathways that meet the situations of each country while aiming at the common goal of carbon neutrality, and the need for solving challenges through innovation and financing that bolsters it. Moreover, all participants confirmed the significance of participating countries to address global-level decarbonization not only by leveraging their own resources and technologies but also through international cooperation.

(2) The 3rd Asia Green Growth Partnership Ministerial Meeting (September 25)
The 3rd Asia Green Growth Partnership Ministerial Meeting brought together representatives of energy authorities and international organizations from Asian and Middle Eastern countries as well as the officials of financial authorities in Japan and Singapore, and participants conveyed the importance of transition finance in Asia. In addition, Japan concluded a joint declaration of intent with H.E. Dr. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, Special Envoy to Japan, and CEO of Abu Dhabi National Oil Company (ADNOC), the United Arab Emirates, the COP 28 host country.
Also, a panel discussion was held between representatives of the industrial sector, the financial sector, and think tanks. Following this, the meeting released the discussion results as a chair’s summary.

(3) The 6th Hydrogen Energy Ministerial Meeting (September 25)
The 6th Hydrogen Energy Ministerial Meeting brought together five ministers and other representatives of 23 countries, regions and international organizations.
The results of the meeting were released as the chair's summary, focusing on the following goals as pillars: setting additional global goals to increase hydrogen demand with the potential of reaching 150 million ton by 2030, with up to 90 million tons being in demand for renewable and low-carbon hydrogen; further expansion of hydrogen utilization as a breakthrough in achieving decarbonization to create new industries and nearly 800,000 new jobs; the need to accelerate the development of international standards and certification schemes based on carbon intensity; and the need to further expand hydrogen utilization by accelerating financial support in emerging countries and facilitating private investment.

(4) The 3rd Asia CCUS Network Forum (September 27)
At the 3rd Asia CCUS Network Forum, Mr. Nishimura Yasutoshi, Minister of Economy, Trade and Industry, presented a video message, and Mr. Yoshida Nobuhiro, Parliamentary Vice-Minister of Economy, Trade and Industry, delivered an address at the venue. The meeting brought together some 600 or more participants from 13 participating countries of the Asia CCUS Network.
The forum, the third held this year, issued a joint statement on the roles played by CCS from the viewpoints of advancing energy transition in Asia, and conducted a signing ceremony for concluding three documents to build a CCUS hub base in Asia in 2030, including a memorandum of cooperation (MoC) on the cross-border transfer of carbon dioxide for CCS (between METI, the Japan Organization for Metals and Energy Security (JOGMEC), and Petronas, a national oil company in Malaysia). At the panel discussion, participants exchanged views on the importance of CCUS, global trends for CCUS, and CCS policy roadmaps in member countries, and held discussions on CCUS projects and the building of a mechanism for trading carbon dioxide in the Asian region.

(5) The 5th International Conference on Carbon Recycling (September 27)
At the 5th International Conference on Carbon Recycling, Parliamentary Vice-Minister Yoshida delivered an address at the venue, and panel discussions were held bringing together the stakeholders of the government, industry, and academic sectors in member countries, including Mr. Yuzaki Hidehiko, Governor, Hiroshima Prefecture, and Mr. Watanabe Tetsuya, President, Economic Research Institute for ASEAN and East Asia (ERIA). Through these discussions, participants shared information on the progress made in international efforts and proactive initiatives in Hiroshima Prefecture. Also, the conference confirmed challenges to be addressed and released a summary statement, a compilation of messages delivered at speeches and panel discussions, for the first time.

(6) The 3rd International Conference on Fuel Ammonia (September 29)
Aiming to share strategies, efforts, and challenges in the public and private sectors and steadily improve awareness of ammonia in the international arena, the conference held discussions on the potential and future prospects of fuel ammonia contributing to decarbonization (including the development of various applications of fuel ammonia in a wide range of industries), the need to establish a stable, low-cost, and flexible fuel ammonia value chain and market, and support to expand the supply of fuel ammonia.

(7) GGX x TCFD Summit (October 2)
This event combines the Global GX Conference (GGX), which discusses the realization of GX around the world, and the TCDF Summit, which brings together leaders of global companies, financial institutions, and other organizations that execute leadership in addressing proposals by the Task Force on Climate-related Financial Disclosures (TCFD). The GGX x TCFD Summit brought together some 1,500 people from around the world.
The GGX x TCFD Summit consisted of four sessions: (1) Towards a net-zero society--industrial decarbonization, (2) Solution providers and avoided emissions, (3) The future of climate-related financial disclosures, and (4) Future prospects for transition finance. In each session, experts in Japan and abroad made proposals on each subject, while in the panel discussions, participants discussed efforts expected to become necessary for the realization of GX.

(8) Tokyo GX Roundtable (October 3)
The Tokyo GX Roundtable was held to share the current trends of global discussions related to GX and the efforts of the Japanese public and private sectors during Tokyo GX Week, where experts in GX-related fields from around the world met in Japan. Prime Minister Kishida and Minister Nishimura participated in the event. Prime Minister Kishida advocated the idea of a “New Capitalism” which takes advantage of social issues, such as global warming, as engines of growth and reaffirmed the government’s pledge to realize economic growth through public and private investment in such areas. To this end, Prime Minister Kishida announced that sector-specific investment strategies for GX shall be formulated within this year and bold investment promotion measures shall be implemented. He concluded his remarks with the statement that Japan will contribute to the world through these efforts.

(9) The 10th ICEF (October 4 and 5)
At the forum, participants discussed innovation as a key necessary for the whole world to go forward to achieve carbon neutrality despite the various difficulties involved (around 1,700 people from 79 countries and regions registered to attend). Under the main theme of "Innovation for Just, Secure and Sustainable Global Green Transformation (GX),” not only global leaders in energy and environment-related fields but also young people, who will play the leading role in society in 2050, participated in the discussions. Following this, the ICEF Steering Committee released a statement compiling past outcomes of ICEF, measures necessary to further promote GX, actions to be taken going forward, and details of the discussions in individual sessions during the forum. Additionally, a draft of the roadmap (Artificial Intelligence for Climate Change Mitigation) recommending approaches and methods for the major innovative technologies that will contribute in the short and long term to achieving carbon neutrality was also published.

(10) The 5th RD20 (Leaders Session) (October 5)
The leaders of clean energy research institutions in G20 countries gathered in Fukushima, Japan’s pioneering region in renewable energy, and held discussions on measures for further enhancing international collaboration to create innovation toward decarbonization. Some 860 people participated in the session, either in person or online. Hosted by the National Institute of Advanced Industrial Science and Technology (AIST), leaders of 22 organizations in 19 countries, including Japan, joined the session, and discussed the current initiatives for, and future approaches to, enhancing international collaboration and fostering highly-skilled human resources. Prior to this, on Wednesday, October 4, a Technical Session was held by researchers in their fields of expertise.
