Overview

The Tokyo Economic Security Forum will convene stakeholders from governments, businesses, think tanks, and other organizations across various countries for a series of panel discussions. The discussion topics will include: “economic security policies and strategies,” “public-private collaboration to strengthen industrial and technological foundations for economic security,” “critical mineral supply chains,” and “the nexus of national security and the economy.” From Tokyo, this event will showcase Japan’s economic security initiatives of global relevance, whilst fostering mutual understanding and collaboration amongst key institutions in Japan and abroad.

Opening Session

Keynote addresses and welcoming remarks will be delivered by high-ranking government officials from Japan and abroad, as well as representatives of Keidanren (Japan Business Federation). (TBD)

Panel 1

Economic Security Policies and Strategies

Amid the increasingly severe and complex international landscape, nations are under pressure to undertake a range of measures from the perspective of economic security, including strengthening supply chains, nurturing and protecting critical technologies, and responding to economic coercion. Against this backdrop, high-ranking government officials in charge of economic security policy will convene to present their current strategies and policies and to discuss the future direction of their efforts, including the enhancement of global partnerships.

Public-Private Collaboration to Strengthen Industrial and Technological Foundations for Economic Security

Representatives from domestic and international companies deeply involved in economic security will gather to explore the challenges and opportunities facing businesses in this area, as well as potential response measures. In particular, the Forum will focus on public-private collaboration aimed at strengthening industrial and technological foundations, information sharing between the two sectors, as well as the role of government and the expected frameworks of governmental support.

Critical Mineral Supply Chains

Domestic and international companies and other stakeholders involved in the upstream, midstream, and downstream of critical mineral supply chains will assemble to explore measures ensuring the stability and sustainability of these supply chains from multiple angles, taking into account relevant economic security challenges and considerations. The discussion will cover measures at each stage, from mining and smelting to processing and product commercialization; cross-sector collaboration across upstream and downstream companies; and frameworks for public-private and international cooperation and support.

The Nexus of National Security and the Economy

Panelists representing think tanks worldwide will come together to discuss how the notion of economic security differs internationally, the importance of “economic intelligence,” including geopolitical risk analysis, supply chain analysis, and technology analysis, which is essential for implementing effective economic security policies, the roles that think tanks should play in this area, and how to respond to new challenges given the present geopolitical landscape.

Economic Security Global Forum Weeks

The World's First Event for Intensive Public-Private Dialogue on Economic Security

To strengthen domestic and international collaboration in the field of economic security, the Ministry of Economy, Trade and Industry will convene the Economic Security Global Forum Weeks during October and December 2025. This international initiative, organized in partnership with government bodies, and private think tanks and others, will provide a dedicated platform for concentrated discussions on economic security. Through this effort, Japan aims to establish a framework that promotes mutual understanding and cooperation among relevant institutions both at home and abroad.
